About the Position: The Payroll & Benefits Supervisor is responsible for overseeing the accurate and compliant administration of payroll and benefits across multiple employee groups, including unionized and seasonal staff. This role ensures the integrity of payroll systems, supports legislative and policy compliance, and contributes to financial reporting and operational efficiency. Working collaboratively with HR, Finance, and external vendors, the incumbent provides guidance to payroll staff, resolves complex issues, and leads process improvements. The role requires a high level of technical expertise, discretion, and organizational awareness, as payroll activities directly impact employee experience and institutional credibility. The Supervisor operates with a significant degree of autonomy, applying specialized knowledge to manage recurring cycles and support strategic initiatives. Their work influences cross‑functional outcomes and supports the organization’s commitment to equity, transparency, and service excellence. The successful candidate will be required to: Payroll Operations Oversight Lead the accurate and timely processing of biweekly and monthly payrolls for all employee groups, including unionized and seasonal staff. Oversee complex payroll calculations such as salary prorations, retroactive adjustments, deductions, benefits, and advances. Review and approve payroll journal entries, ensuring transactions are balanced and reconciled. Monitor and reconcile payroll‑related accounts, including PD7A and EHT statements, and ensure compliance with financial reporting standards. Balance payroll accounts and perform monthly reconciliations with the general ledger. Direct year‑end payroll processes, including reconciliation and submission of T4s, T2200s, and Form 7s. Compliance & Risk Management Ensure payroll practices adhere to applicable legislation, collective agreements, and internal policies. Review and validate payment forms and database entries for accuracy and compliance. Coordinate with external agencies and vendors to meet audit and reporting requirements. Safeguard confidential employee and payroll information in accordance with privacy legislation and organizational standards. Systems Management & Data Integrity Maintain the integrity of payroll, benefits, and critical business systems, including leading upgrades, testing, and process improvements. Collaborate with HR and IT to support system enhancements and ensure alignment with operational needs. Oversee data extraction and reporting from payroll systems, ensuring accuracy and relevance for internal and external stakeholders. Develop and maintain tools (e.g., spreadsheets, dashboards) to support reconciliation, reporting, and analysis. Supervise payroll team activities, providing coaching, training, and support on policies, procedures, and system use. Act as the first point of escalation for complex payroll issues or inquiries. Partner with HR to support union‑related reporting, seniority list maintenance, and employment verifications. Foster a collaborative and inclusive work environment that supports continuous learning and operational excellence. Process Improvement & Communication Lead the development and implementation of new payroll processes, including scheduling cut‑off dates and coordinating test/live pay cycles. Draft and review payroll‑related communications, reports, and documentation. Communicate updates on tax legislation and payroll implications to departments and employees in a clear and accessible manner. Other Perform additional duties as assigned that align with the scope of the role, as directed by the Manager, Financial Reporting & Payroll. Qualifications: At least a two (2) year college diploma or higher in Accounting, Business, Human Resources and/or other related disciplines; or equivalent combination of work experience, training and education. At least three (3) years of previous payroll experience, with at least two (2) years in a supervisory or leadership position. Payroll Compliance Professional (PCP) certification from the NPI. In‑depth understanding of payroll legislation and compliance requirements, including the Ontario Employment Standards Act, Income Tax Act, EHT, WSIB, and CRA reporting. Familiarity with collective agreements and unionized payroll environments. Knowledge of benefits and pension administration, including disability claims and vendor coordination. Understanding of payroll accounting principles, including journal entries, GL reconciliations, and cost allocations. Strong time‑management and organizational skills to meet recurring deadlines (e.g., biweekly, monthly, year‑end). Capacity to manage multiple priorities and adapt to changing operational needs. Experience in identifying and implementing process improvements to enhance efficiency and accuracy. Demonstrated ability to supervise and support a team, including training, coaching, and performance oversight. Effective communication skills for drafting reports, correspondence, and training materials. Skilled in resolving complex issues and responding to inquiries with professionalism and discretion. Ability to collaborate across departments and with external vendors to achieve operational goals. Proficiency in payroll systems such as ADP, NAV, or equivalent platforms, including configuration, testing, and reporting. Advanced Microsoft Excel skills (e.g., pivot tables, formulas, data validation) for reconciliation and analysis. Strong numerical accuracy and attention to detail in handling payroll calculations, audits, and financial reporting. Ability to interpret and analyze payroll data to support decision‑making and compliance. Intermediate proficiency of Windows and MS Excel, Word, and Outlook. Proficiency with payroll systems such as ADP Workforce Now. Proficiency with ERP systems, such as MS Dynamics Navision, or MS Business Central.
