Responsibilities Primary purpose Provide strategic planning, development and continual improvement for infrastructure records management, condition assessment, and pre-project capital planning within the CMBC Asset Management Program. Maintain State of Good Repair for CMBC assets through life-cycle management of infrastructure, fleet, and related system assets, including asset information/data/records management. Support the Senior Manager Asset Management in developing the CMBC Asset Management Strategy. Key accountabilities Develop and implement CMBC asset management standards, plans, and processes in alignment with regulatory principles, standards, leading practices and TransLink enterprise document control and asset management programs. Support the Senior Manager, Asset Management on the development, execution and periodic review of asset management strategies, plans, and improvement programs. Oversee the development of the CMBC asset renewal plans and costing; provide advanced expertise and advice on full asset life cycle cost management. Promote asset reliability, risk and performance management to achieve program objectives and financial benefits; develop and present reports/ analyses on asset and renewal planning. Manage the development of the CMBC 15-year capital plan and resulting investment plan; liaise with stakeholders across the enterprise. Evaluate the efficiency of the asset management system; identify data strategy and requirements; investigate and implement lifecycle-cost-based solutions. Plan asset inventory population and hierarchy; manage asset databases and ensure data integrity. Promote internal awareness of asset management methods; develop metrics and KPIs; analyze performance and drive continuous improvement. Liaise with asset integration team to ensure project alignment with renewal programs; support project teams in documentation, reviews, and handover audits. Represent CMBC on new technology projects and collaborate with TransLink and other departments on records management best practices. Support change management to align communications, stakeholder engagement and program adoption. Manage risk pertaining to fixed asset infrastructure (e.g., seismic events, floods); participate in emergency planning committees and post-disaster data development. Develop and manage seismic upgrade program; manage relationships with Unions and supervise external contracted services as required. Ensure compliance with legislation, regulations, standards, safe work practices and contract requirements; foster a culture of quality across the organization. Manage staff including selection, development, coaching, performance management, and workload planning; maintain an agile team to meet system standards and service requirements. Qualifications Education and experience Bachelor’s or Master’s degree in engineering, Professional Engineering designation or eligibility to register, Asset Management Certification or eligibility, plus eight (8) years in maintenance asset management, capital project management, or asset renewal planning. A similar education/experience combination will be considered. Supervisory experience in a unionized environment and knowledge of policies and union agreements is an asset. Other requirements Expert knowledge of lifecycle asset management in transportation, including ISO 55000. Strong business, strategic, policy and change-management skills. Advanced analytical, problem solving and decision-making capability for risk management and issue resolution. Advanced financial acumen for planning and expenditure of operational and capital costs. Advanced interpersonal and communication skills; relationship-building, negotiation, and presentation abilities. Advanced leadership and people-management skills for coaching and managing staff in exempt and unionized environments. Advanced time management and organization skills for coordinating multiple activities. Strong knowledge of asset information management systems (e.g., CMMS, GIS) used for asset reporting. Motivation to continuously improve processes and operational efficiency. Proficiency with standard office software and related data management systems. Experience in maintenance operations in a unionized environment is an asset; PMP certification or eligibility is an asset. Work details Work Schedule : 37.5 hours per week. Work Designation : Hybrid — on-site and remote within B.C. Rate of Pay : CA$107,200.00 – CA$160,800.00 per year. Actual salary depends on education, experience, skills and qualifications.
