The “Rose City” is seeking a new Executive Director of Pollution Control / Deputy City Engineer to lead and champion its Pollution Control Division portfolio within the Infrastructure Services Department. Reporting to the Commissioner, Infrastructure Services and City Engineer, the Executive Director will lead and oversee the engineering, operation, maintenance, and delivery of wastewater services, including daily management of the City’s Lou Romano Water Reclamation Plant (273 MLD), Little River Pollution Control Plant (18 MLD), Windsor Biosolids Processing Facility, sewage and stormwater pumping stations (50) and stormwater management ponds (18). This role also includes responsibility for industrial waste / pollutant monitoring and enforcement programs (sewer use by-law), and wastewater system compliance with all relevant provincial legislative and regulatory standards. The successful candidate will bring demonstrated high levels of customer service along with expertise in the full lifecycle of wastewater infrastructure – from class environmental assessment studies and system design through to construction, commissioning, and ongoing operations. They will be accountable for strategic capital and operating budget development, long-term preventative maintenance planning, plant / system optimization and the effective leadership of a multidisciplinary workforce. Labour relations – including collective bargaining – are also key components of this role, along with strong collaboration across municipal departments, external agencies, and industrial stakeholders. Qualified candidates will hold a degree in Science or Engineering (Mechanical, Chemical, Environmental, Civil or equivalent), be licensed as a Professional Engineer (P.Eng), and bring a minimum of six years’ experience in a managerial role in operations or pollution control (or ten years, depending on level of education). Proven communication, leadership, innovation, teamwork and organizational skills are essential, as is a valid Ontario Class G Driver’s License. Certification in wastewater treatment and collection is considered a strong asset.
