Under the direct supervision of the Director General, Arts Granting Programs Division, the Head of Partnerships and Outreach: Responsibilities Manages, implements and coordinates a broad range of partnerships and outreach initiatives that advance the Canada Council’s strategic objectives and support the arts sector across Canada and internationally; Oversees the management and delivery of partnerships, outreach activities, and working groups, ensuring alignment with the Council’s mandate and priorities; Conducts analysis to identify issues, challenges, and opportunities in developing shared initiatives, and identifies strategic priorities to enhance the Council’s visibility and presence nationally and internationally; Provides expert advice and comprehensive analysis internally for the development, monitoring, evaluation, and maintenance of key partnerships and outreach projects; Manages a centre of expertise for Council partnerships and AGP outreach, ensuring centralized coordination, alignment, and consistency of partnership management across the Council and outreach activity across Arts Granting Programs; Develops plans, frameworks, standards, templates and tools related to partnerships and outreach; Ensures partnership development and contracting complies with standards, including standardized risk assessment and Official Language Minority Communities (OLMC) impact analyses; In collaboration with the Research, Measurement and Data Analytics Section, contributes to the analysis and performance evaluation of initiatives, platforms, events, and projects to identify impacts and results; Internally, collaborates closely with Directors and Managers across the Arts Granting Programs Division on partnership and outreach activities, and with colleagues at the Canadian Commission for UNESCO, to develop comprehensive and complementary long‑range strategies for partnerships; Coordinates with Finance to manage partnership budgets and ensure compliance with Council policies and coordinates with RMDA on measurement and evaluation activities for partnerships and outreach; Works closely with the Granting Programs Strategy and Coordination team and the Senior Strategic Advisor for SPAAE on development of strategies; Externally, engages with other government departments and agencies and builds and sustains relationships with a diverse range of Canadian and international stakeholders, including arts organizations, funders, and community partners; Participates in the negotiation of projects, initiatives, events and platforms with senior representatives in a range of national and international organizations under the direction of the Director General, including financial contributions that have impact and deliver results aligned with the Council’s Strategic Plan and organizational priorities; Oversees a team of direct reports, including Partnership Officers, Outreach Officers, and Senior Administrative Assistants, and is responsible for financial resources related to the section; Provides expert advice and guidance to colleagues and stakeholders, and to the Director General, in areas of accountability, and contributes to the Council’s strategic and operational planning; And performs other related duties. Qualifications An undergraduate degree in arts management, administration, international relations, public policy or a related field or an equivalent combination of education and professional experience related to the responsibilities of the position. Seven (7) years of progressively responsible arts management/administration experience directly related to the principal responsibilities of the position. Three (3) years in a management role. Experience in management of partnership and outreach projects and partnership development. Excellent knowledge of the national and international arts community, including the current state of the arts in Canada and of trends and new developments in the arts. Knowledge of the Canada Council, its history, mandate, strategic directions and programs is an asset. Ability to provide high‑level strategic advice and recommendations based on in‑depth analyses, judgment, and expertise in a confidential context. Excellent communication skills, the ability to write and speak in clear, accessible, and compelling language with a high degree of professionalism, tact and diplomacy. Ability to collaborate with colleagues across the organization, and particularly within the division to arrive at coherent, constructive, and robust advice and strategies for decision‑making. Excellent project management skills, with the ability to conceptualize, develop, implement and manage diverse projects while meeting multiple objectives, timeframes and budgets with multiple partners. Autonomy, strategic thinking, analytical and problem‑solving skills. Excellent teamwork, communication, analysis and interpersonal skills. Excellent skills in relationship‑building, networking and collaboration. Strong ability to facilitate discussions and build consensus. This position requires the use of both official languages.
