1 day ago Be among the first 25 applicants Location: Ottawa, Canada Position Overview Project Procurement Manager (PPM) – Ottawa, Ontario – Hybrid The PPM is responsible for providing efficient and cost‑effective value‑added purchasing support within the SIX (Secure Communications and Information Systems) LAS (Land and Air Systems) & DMS (Defence Mission Systems) GBU (Global Business Unit). The role supports procurement activities for bids, projects, or product delivery and represents and promotes the Procurement organization within the integrated team. Key Responsibilities Develop and maintain the project procurement strategy using customer tender, contract documents, project plan, design documentation, marketing proposals, and financial data. Challenge acquisition needs and promote design‑to‑cost analysis with suppliers during the definition phase. Create work packages (RFQ/RFP statements, delivery schedules, budget, etc.) and assign them to relevant Category Manager / Category Buyer. Manage supply chain architecture development, ensuring project needs are met with support from Regional and Global Category Management. Optimize supply chain costs early in the life cycle to achieve savings against budget. Define and implement strategies to meet requirements including offsets, “Buy Canada”, Small Disadvantaged Business, and indigenous business. Collaborate with Project Management, Engineering, Marketing, and Finance to ensure procurement strategy communication and understanding. Report procurement activity status, achievements, issues, and goals through regular updates to Project Management. Lead Make or Buy analysis and contribute to Post Mortem Analysis, implementing required changes to support the project. Minimum Qualifications Bachelor’s degree or diploma in a relevant field or equivalent 6 years of exempt level experience. At least 7 years of Project Management experience. Prior experience in procurement/supply‑chain strategy and work‑package creation. Previous experience within the Canadian Defence industry, preferably maritime. At least 2 years of cross‑functional team experience in a matrixed organization. Track record of success in a similar role in a relevant business or market. Strong organization skills and the ability to prioritize tasks under tight deadlines. Leadership skills with the ability to influence and deliver business results. Additional Requirements All applicants must be able to obtain a Canadian NATO Secret clearance and meet the eligibility requirements for the Canadian Controlled Goods Registration Program and ITAR.
