Job Title: Senior Project Manager – Digital Health / eHealthLocation: Fredericton, NB (Hybrid) Client: Public Sector Duration: 2+ Years Contract (Possibility of Extension)Note:The Department of Health's Innovation and eHealth (IeH) branch is seeking an experienced Senior Project Manager to lead the Personal Health Number (PHN) Initiative — a critical project to establish a unique lifetime identifier for individuals receiving healthcare services in New Brunswick. The ideal candidate will have extensive experience managing eHealth or Digital Health projects in a Canadian jurisdiction, with proven expertise in Enterprise Master Patient Index (EMPI), Master Data Management (MDM), change management, and project governance. This role requires exceptional leadership, communication, and technical acumen to deliver interoperability and data integrity across health systems.Key Skills & Expertise:10+ years of Senior Project Management experience in eHealth/Digital Health domains within Canada12+ years of IM/IT project experience with strong understanding of healthcare data systems and interoperabilityProven success managing Enterprise Master Patient Index (EMPI) or Master Data Management (MDM) initiativesExpertise in project governance, stakeholder engagement, risk management, and vendor coordinationStrong experience with change management, communication planning, and multi-stakeholder facilitationFamiliarity with PHIPAA, data confidentiality, and health privacy regulationsExcellent communication, presentation, and documentation skills across technical and executive audiencesExperience / Requirements:Bachelor's degree in Computer Science, Engineering, Health Informatics, or a related field (or equivalent experience)Minimum 10 years of project management experience in digital health or healthcare ITDemonstrated capability in managing large, complex, multi-year projects crossing several business units and stakeholdersProven experience developing project charters, plans, budgets, and resource forecasts aligned to government frameworksExperience establishing and supporting project governance structures and Steering CommitteesProficiency in vendor and contract governance, performance tracking, and outcomes managementStrong ability to facilitate workshops and lead project teams of specialists, analysts, and technical staffRecognized Project Management certification (PMP, PMI-ACP, PRINCE2, or equivalent) preferredResponsibilities:Lead and manage the Personal Health Number (PHN) initiative to establish a unique patient identifier and related record systemDefine and document project scope, objectives, governance, and resource requirementsManage multi-stakeholder coordination across internal departments, RHAs, SNB, vendors, and other government partnersOversee budget, schedule, risk management, and delivery of project milestonesEstablish and maintain project governance frameworks, including Steering Committee ToRs and reporting structuresPrepare and deliver executive-level progress updates, dashboards, and presentationsFacilitate change management and communication plans to support adoption and operational transitionEvaluate and ensure alignment with privacy, security, and data interoperability standards (PHIPAA)Lead vendor performance management, contract oversight, and solution integration activitiesEnsure thorough documentation, knowledge transfer, and transition to operationsPreferred Certifications:PMP, PMI-ACP, or PRINCE2 Project Management CertificationHealth Informatics or Digital Health Certification (e.g., CHIMA, COACH, or equivalent)If you're interested in exploring this opportunity or would like to learn more, please share your updated resume at Afzal.Khan@buzzclan.com.
