This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of Simms Square – 390 Brant Street Burlington, Ontario. Work location is subject to change at the discretion of the City due to operational demands. Effective 2026 this role will be required to be on site 50% of the time each month.
Position Overview
The Digital Solutions & Performance Analyst is a senior strategic advisor within Burlington Digital Services, focused on shaping how the City identifies, evaluates, and delivers digital initiatives that advance service excellence and organizational performance. The role operates at the intersection of technology, strategy, and operations - connecting departmental goals with digital enablement to ensure initiatives are well-defined, outcome-focused, and aligned with enterprise direction.
Leading the intake and evaluation of technology requests across the organization, the Analyst engages with departments to assess needs, define objectives, and structure proposals that are feasible within platform capacity and governance frameworks. Through this process, the role ensures new digital opportunities are positioned for measurable success and deliver value to both the organization and the community.
As the steward of the City's Application Management and Rationalization Program, the Analyst manages a portfolio of more than 220 applications, identifying redundancy, promoting modernization, and advancing consolidation onto strategic enterprise platforms. These efforts reduce complexity, optimize cost, and strengthen Burlington's long-term digital sustainability.
The Analyst also drives performance measurement and transparency by coordinating the development of digital service KPIs and dashboards that inform executive decision-making, corporate reporting, and long-term planning. By connecting departments, platform owners, and governance bodies, the role plays a critical part in cost containment, risk reduction, and ensuring digital investments deliver maximum benefit to residents and staff.
Responsibilities
This position will be responsible for:
Leading digital intake and evaluation
Engage with departments to understand strategic and operational needs, define clear objectives, and assess digital proposals for readiness, feasibility, and alignment with enterprise priorities and capacity.
Shaping and structuring digital initiatives
Translate organizational goals into well-defined digital opportunities that demonstrate measurable outcomes. Support departments in developing proposals, business cases, and success metrics that guide informed decision-making.
Stewarding the City's Application Rationalization Program
Manage the enterprise portfolio of over 220 applications, identifying redundancy, promoting modernization, and advancing consolidation on strategic platforms to enhance efficiency and reduce total cost of ownership.
Supporting enterprise planning and governance
Guide requests through governance processes such as the Architecture Review Board, ensuring initiatives align with enterprise architecture, platform strategies, and corporate direction.
Advancing performance measurement and reporting
Coordinate the development and tracking of digital KPIs and dashboards in collaboration with Corporate Planning and platform owners, ensuring results are transparent and outcomes are communicated effectively to leadership and Council.
Advising on digital strategy and prioritization
Provide insight and recommendations to senior leadership on digital opportunities, investment trade-offs, and emerging risks to ensure the City's resources are focused on high-impact initiatives.
Facilitating cross-functional collaboration
Partner with technical specialists, platform owners, and business leaders to ensure digital initiatives are planned and delivered in a cohesive, integrated, and sustainable way.
Promoting fiscal responsibility and digital sustainability
Conduct cost modelling and investment analysis to support financial stewardship, optimize platform value, and ensure technology decisions contribute to long-term organizational health.
Requirements
- Completion of a four-year degree in Information Technology, Computer Science, Business Information Systems, Digital Transformation, or a related discipline.
Professional certifications are considered strong assets, such as:
Enterprise Architecture (e.g., TOGAF or equivalent)
- IT Service Management (e.g., ITIL Foundations or higher)
- Agile or Scrum certification
- Project Management Professional (PMP)
- Platform-specific knowledge (Microsoft 365, Workday, ServiceNow)
- A minimum of 7-10 years of experience in digital service design, technology portfolio management, or enterprise-level IT analysis, ideally within a complex public sector or corporate environment.
Demonstrated ability to:
Assess organizational needs and translate them into structured digital opportunities and measurable outcomes.
- Develop recommendations, cases, or evaluation frameworks that inform strategic decision-making.
- Analyze technology portfolios to identify duplication, modernization, and optimization opportunities.
- Apply enterprise architecture principles and governance standards to guide solution development.
- Strong analytical, facilitation, and advisory skills with the ability to connect technical considerations to business impact and influence decisions across diverse stakeholders.
- Proven collaboration skills in multidisciplinary environments, including experience engaging leadership, operational teams, and technical experts to align direction and outcomes.
- Knowledge of change management, adoption strategies, and user-centric design principles that support successful implementation and sustained value realization.
This position may require occasional travel between sites and/or City facilities.
