In this role, you will mitigate risk of novel and emerging security issues in the critical water and wastewater treatment facilities. You will develop, implement, and manage security programs and security posture in critical water and wastewater treatment facilities. You will oversee third-party security services, identify and resolve security issues.

About the job
  • Develop and lead security programs in water and Wastewater Treatment facilities.
  • Develop medium to long-term security planning that includes the research of security issues, new technologies to ensure effectiveness and reliability of equipment in the field, systems, processes, policies and procedures in order to seek operational efficiencies.
  • Conduct security readiness assessments, and evaluations, prepares reports, and supports planning related to water and wastewater infrastructure.
  • Coordinate installation of new security technologies with stakeholders including municipal clients and consultants
  • Monitor and coordinate security projects.
  • Participate in the development of policies, regulations, guidelines and standards related to security. Develops operational plans to mitigate security risks and secure critical water and wastewater infrastructure.
  • Conduct qualitative and quantitative analysis of operational effectiveness, consistency and service quality.
  • Coordinate the production, tracking, and retention of security tokens, including but not limited to access cards, badges, key-fobs, keys, and electronic keys.
  • Plan and develop physical and electronic security program standards consistent with divisional goals, mandate and the Occupational Health and Safety Act and Regulations.
  • Ensure that the maintenance facets of DWQMS/ISO registration are achieved.
  • Coordinate third-party security background checks, screening, and identity management and resolve security issues.
  • Monitor security and respond to security incidents, issues and emergencies.
  • Act as a subject matter expert on all physical security matters and share knowledge with other staff as needed.
What you bring to the team
Mandatory requirements
  • Must hold a valid Class 'G' drivers license.
  • Able to clear security background check.
Knowledge:
  • Knowledge of theories, principles, practices and certification related to the functional/plan areas of work in water or wastewater security related matters, and/or industrial facility security.
  • Knowledge of agency regulatory and legislative acts, codes, policies, guidelines, industry best practices and procedures related to water/wastewater maintenance operations, security operations, security systems, security planning, and health and safety.
  • Knowledge of privacy regulations.
Skills:
  • Consultation and negotiation skills to recognize and propose new business opportunities and apply sound financial support of initiatives put forward.
  • Strong interpersonal, and relationship building skills to develop and maintain effective working relationships with Ministry/OCWA management and staff, clients and other stakeholders.
  • Excellent written communication skills to prepare presentations, proposals, work procedures, training manuals and materials, and reports.
  • Oral and written communication skills to develop materials, facilitate workshops, training sessions, provide interpretations and advice, provide work instructions to technical staff; and prepare correspondence, briefing materials, reports and recommendations to senior management.
  • Excellent coordination skills to liaise with all key stakeholders, including operations, maintenance, contractors, schedulers with emphasis on the implementation of new security technologies.
  • Supervisory skills to oversee third-party security services and provide authoritative input to third-parties and Agency staff on matters relating to security.
  • Problem solving, analysis and interpretive reasoning skills to identify and resolve complaints from a variety of internal and external sources.
  • Proficient in using computerized security systems for access control and intrusion detection such as Chubb Edwards AFx Security system software, Chubb Edwards software, AMAG Symmetry software, Remote station CCTV software, Avigilon CCTV software, NVE CCTV software, Nexgen Medeco high security lock & key system software, visitor management software, and other integrated security and surveillance software.
  • Adept at using Microsoft Office Suite software (MS Excel, MS word, MS Project, MS PowerPoint) to prepare correspondence, reports, briefing notes and presentations.
