Construction Project Manager

Swift Underground is an turn-key fibre optic installation company located in Steinbach, MB. We use industry leading equipment and technologies to install, test, and deliver high-speed fibre networks. We are currently seeking a qualified individual to fill the role of Construction Project Manager.

Position Summary:

Swift has begun constructing FTTH networks to thousands of homes. The individual in this position will be responsible for the processes involved in the installation of fibre optic network builds in Manitoba. The Project Managers portfolio will include guiding the fibre design teams, locate teams, procurement teams, construction leader teams, and the office teams.

As part of the larger management team, you and your team will be key contributors to the architecture and development of the fibre optic construction work ongoing. Multiple projects will be built in parallel, both in Southeast Manitoba and throughout Manitoba as a whole.

Key Responsibilities Include:

• Work with the Design team to ensure customer build standards and and equipment is appropriately implemented in all next generation fibre network builds

• Respond to competitive RFP processes for fibre design and construction contracts and assist in negotiate the final contract

• Develop project cost estimates, schedules and effectively project manage 3rd party contractors in the design, permitting, construction and test of new networks ensuring on-time, on-budget delivery

• Assist with the procurement of fibre construction materials

• Negotiate with municipalities and government departments for Municipal Access Agreements and right of way usage

• Ensure all processes follow fibre optic network construction standards allowing for the outsourcing of construction activities – audit sub-contractors to their compliance of these standards

• Ensure all standards for CAD and GIS documentation (alignments, support structures, splicing) and associated tools and management processes are followed correctly

• Consult with industry peers and stay abreast of new industry technologies and industry standards for use in both outside plant and inside plant applications

• Guide and mentor the Fibre Design and Construction team and actively share knowledge and experience across the broader Swift team

The Ideal Candidate Will Possess:

• Minimum 10 years' of construction management experience and at least 5 years of functional leadership experience

• In-depth knowledge of underground construction techniques and construction equipment

• Extensive experience running construction RFPs and negotiating construction contracts utilizing fixed price, unit price and time and materials contracting models – understanding of advantages / disadvantages of the various models

• Proven ability to manage relationships with design and construction contractors, consultants, subcontractors ensuring defined / contracted responsibilities are met

• Track record of successful, on-time on-budget, project deliveries demonstrating an ability to plan, budget, schedule, resource and manage a construction project from initiation to final test and delivery

• Demonstrated ability to implement processes and best practices which improve communication and allow teams to scale

• Experienced in the development of construction standards and auditing contractors in their compliance of those standards

• Solid understanding of Occupational Health & Safety requirements with demonstrated experience in the development of Project Specific Safety Programs (Job Hazard Assessments, Emergency Response Plans, Safe Work Practices)

• Attention to detail ensuring accurate construction documentation and written standards are created for use by Swift construction crews

• Proven ability to break down barriers and foster collaboration across functions and teams

• Willingness to challenge the status quo and look for new and innovative solutions

Compensation:

Beginning salary $35/hr - $55/hr based on experience. Future raises and advancement opportunities based on job performance.
