Program Description
The Semi-Independent Living Program (SILP) provides trauma-informed, culturally grounded, and harm-reductive housing for youth aged 16–21 who are transitioning from Ministry of Social Services (MSS) care toward independent adulthood.
SILP operates within YWCA's continuum of care—bridging shelter, housing, and youth development—and is integrated with the Homebase Youth Hub and Community Support Hub at the kikaskihtânaw Centre.
The program prioritizes relational accountability, youth voice, and cultural connection as key components of stability and success. SILP supports youth in developing essential life skills, building positive community supports, and preparing for long-term housing and independence while maintaining connection with their CFP/MSS supports.
Position Description
Under the Direct supervision of the Director of Housing, the SLIP Manager is responsible for ensuring the smooth, effective daily operation of the SILP and for maintaining a high standard of relational, youth-centered care. The Program Manager provides leadership to the SILP team of Youth Support Team Members and Case Coordinators, ensuring the program operates with consistency, safety, and cultural integrity. The Manager will build, lead, and coach a cohesive staff team that provides wraparound care for youth and is responsible for cultivating a safe, inclusive, and empowering environment through relationship-based practice, harm reduction, and Indigenous-led approaches that support life skills, healing, and interdependence. This individual will work closely with the rest of the Women's Housing Leadership team toensure the continuum of care across YWCA Regina housing and youth services is upheld.
Responsibilities:
Human Resources:
The Manager will support a cohesive and effective team that works collectively to meet youth needs and promote growth.
- Provide day-to-day coaching, supervision, and guidance to staff.
- Ensure that all shifts are filled and maintain a list of casual relief staff.
- Lead regular team meetings, reflective practice sessions, and debriefings.
- Oversee consistent application of trauma-informed, harm-reductive, and culturally safe practices.
- Evaluate performance, document personnel issues that may arise, and communicate improvement plans.
- Work with the Director of Housing and the Director of Training & Development to identify and coordinate staff training needs.
Program Development:
Working collaboratively with the Director of Housing, the Manager will ensure a high quality of programming, supports, and services being provided including leading best practices in client support, case management, and systems navigation that are based on the principles of trauma-informed practice, harm reduction, cultural safety, Housing First, and feminism. The Manager will support the coordination and maintenance of the policies, procedures, and systems necessary to ensure the program is operating efficiently and effectively and is achieving desired outcomes and will look for opportunities to refine and improve service where possible.
· Serve as the primary point of contact for Child & Family Programs (CFP) and Ministry of Social Services (MSS).
- Coordinate collaborative case conferences, youth planning, and transitions.
- Strengthen partnerships with organizations such as RT/SIS, SHA, Work Prep, and Sask Polytech to support youth pathways to education, employment, and wellness.
- Participate in evaluation, outcome measurement, and quality improvement initiatives.
Administration:
With input and support from the Housing Leadership team, this position will coordinate the policies, systems, and processes necessary to ensure the program runs efficiently and meets contractual outcomes.
- Oversee the SILP budget and ensure financial accountability.
- Maintain high-quality programming based on best practices in youth-centered care.
- Ensure accurate and trauma-informed data collection and reporting to MSS/CFP.
- Meet all reporting and licensing requirements as outlined in funding agreements.
- Maintain positive, professional relationships with other YWCA departments and community partners.
- Attend relevant community meetings, committees, and events as requested.
- Oversee general maintenance and safety of the SILP residence.
- Submit and track receipts/invoices to ensure expenditure aligns with approved budgets.
- Identify opportunities to refine, strengthen, and innovate program delivery.
- Other duties that may arise in the operation of the program or at YWCA Regina.
Engagement with Indigenous Communities and Cultural Practice:
Managers and staff are expected to maintain familiarity with Indigenous cultural traditions and engage regularly with Indigenous peoples and communities. This includes ongoing collaboration with YWCA Cultural Coordinators, Elders and Knowledge Keepers to:
- Ensure cultural safety and integrity across the program.
- Integrate ceremony, land-based learning, and mentorship into the SILP environment.
- Support youth in reconnecting with family, culture, and identity.
Qualifications:
- A degree in a relevant field such as social sciences, social work, or management, and/or 2-3 years management experience.
- Proven administration, supervisory and leadership skills
- Proven ability to supervise staff and manage 24/7 residential operations
- Strong understanding of trauma-informed practice, harm reduction, and Indigenous cultural safety
- Demonstrated collaboration with CFP/MSS or other youth-serving systems
- Skilled in crisis intervention, conflict resolution, and restorative approaches
- Excellent organizational, interpersonal, and written communication skills
- Current Criminal Record Check and Vulnerable Sector Check
- Valid First Aid/CPR certification and Class 5 driver's license with access to transportation
