JOB SUMMARY

The Workplace Safety Branch is responsible for the Occupational Health and Safety Management System (OHSMS) and corporate framework and for prevention initiatives that ensure the integration of legislative employee safety plans for City employees including Transit federally regulated employees. The branch provides Workers' Safety & Insurance Board (WSIB) oversight and creates and executes corporate Occupational Health & Safety initiatives and ensures the integration of the OHSMS with strategic objectives.

Responsible for managing the following programs and projects:

  • Corporate Occupational Health & Safety Management System (OHSMS) – framework, policies, guidelines, procedures, and integration with corporate strategic objectives.
  • Prevention & Compliance Programs – City-wide occupational health and safety initiatives, emergency preparedness, training, communication, and awareness campaigns.
  • Workers' Safety & Insurance Board (WSIB) Program – oversight of WSIB claims management, compliance with the Workplace Safety and Insurance Act, and governance of workplace accidents, incidents, and industrial disease claims. Represents the City at the Workplace Safety and Insurance Appeals Tribunal (WSIAT).
  • Occupational Health & Safety Governance & Standards – ensuring compliance with the Ontario Occupational Health & Safety Act, Canada Labour Code, and related legislation/regulations.
  • Corporate Safety Planning & Evaluation – planning, developing, and assessing workplace safety objectives, and embedding preventive and protective control measures.
  • Third-Party Service Management – oversight of contracted services (e.g., ergonomics services, Public Service Health & Safety Association licensing, Safety Data Sheet Management System).
  • Reporting & Accountability – corporate OHS reporting, audit compliance and reporting.

Responsible for managing financial and people resources and partner relationships.

EDUCATION AND EXPERIENCE

Completion of a 4-year university degree in Occupational Health and Safety, Public Health and Safety or related field.

Minimum of 8 years of related experience in Occupational Health and Safety, WSIB and/or disability management, preferably in a large, unionized organization, including a minimum of 5 years in the management of people and financial resources.

CERTIFICATIONS AND LICENCES
The following certification(s) and/or license(s) is/are desirable: Health & Safety certification such as Canadian Registered Safety Professional (CRSP), Certified Health & Safety Consultant (CHSC) or related certification (CSP, CMIOSH, etc.) KNOWLEDGE
  • Expert knowledge of the Occupational Health and Safety Act of Ontario, the Canada Labour Code and applicable regulations, as well as relevant case law
  • Awareness and understanding of potential and actual dangers to workers' health and safety and the appropriate actions to be taken in accordance with legislation and City policies and procedures 
  • Expert knowledge of the Workplace Safety & Insurance Act of Ontario and its regulations and operational policies, as well as the Government Employees Compensation Act of Canada
  • The City of Ottawa's organizational, governance and administrative structures 
  • Legislation, regulations, policies, standards and guidelines relevant to the work 
  • Industry trends and best practices 
  • Corporate policies and procedures
  • City of Ottawa collective agreement provisions
  • Understanding of the programs/services and operations of other City areas
