Who we are?
The Primary Construction Team consists of ACCIONA Infrastructure Canada Inc. (ACCIONA) and Amico Major Projects Inc. (Amico), as Trillium Guideway Partners (TGP).
What is the project?
The Ontario Line ("OL") is a fully integrated, stand-alone, rapid transit system that connects Ontario Science Centre to the Exhibition and Ontario Place grounds. The Northern Civil, Stations and Tunnel ("NC") project consists of approximately 7 kms of underground subway and elevated guideway, with stations along the segment providing connections to surface bus and streetcar routes. The NC project has been divided into two main progressive design-build contracts: (1) the Elevated Guideways and Stations Contract ("EGS") and the Pape Tunnel and Underground Station Contract ("PTUS"), with supporting Early Works.
What is the Opportunity?
The Supply Chain Manager is responsible for leading and supporting a team of Buyers and Logistics personnel for all phases of the Ontario Line Elevated Guideway and Stations project. The chosen candidate has experience working in a construction environment, leading a diverse team and possesses technical proficiency, commercial acumen and strong knowledge of procurement, materials management and logistics policies and procedures. The candidate will lead and coordinate the development and rollout of the Project's procurement, materials management and logistics plans and processes, including procurement of goods, services, cost savings initiatives, expediting and logistics coordination. Reporting to the Procurement Lead, the role involves working closely with the Client and other project departments and stakeholders to ensure that the performed activities are aligned with business objectives and meet organizational needs. The candidate is highly proficient in advising and communicating with Project teams, leaders, and stakeholders on procurement, materials management and logistic related matters.
Responsibilities
- Play a key role in establishing and maintaining the Project's procurement, materials management and logistics program, systems, policies, plans, process, templates and organization required to effectively and efficiently procure goods and services for the business.
- Ensure that all procurement activities comply with company policies, plans and processes including legal and regulatory requirements.
- Hands on with daily procurement, materials management and logistics activities
- Review and approve tenders, recommendations and awards prepared by the team before submission to the Client as required.
- Accountable for timely and cost-effective acquisition of goods and services for the Project's business needs.
- Accountable for coordinating timely movement and delivery of supplies, equipment and materials throughout and to the project site.
- Responsible for leading and coordinating discussions with the Project stakeholders and the
- Client to develop and rollout project wide procurement/materials management/logistic plans, processes, KPIs and initiatives.
- Responsible for continuously improving the processes by implementing best practices, leveraging technology, and streamlining processes.
- Identify and manage procurement, expediting and logistics risks to ensure that the Project's interests are protected. This includes assessing vendor risk, establishing expending levels, developing risk mitigation strategies, and implementing controls to minimize risk.
- Negotiate key contracts with suppliers and vendors to ensure favorable terms and conditions for the Project.
- Ensure supplier performance is monitored and resolve any issues or disputes that may arise while developing and maintaining relationships to ensure ongoing availability of goods and services.
- Monitor market trends and identify opportunities to optimize processes and reduce costs.
- Responsible for establishing and managing a team and providing overall strategic direction on
- procurement, expediting and logistic related activities while providing leadership, guidance and support to ensure the team is successful in their roles and supporting them with career development.
- Working with the Deputy Procurement Lead, provide feedback to the Procurement Lead on continuous improvement of the procurement process.
- Accountable to satisfy demand placed in the system and the creation of purchase orders in
- Procurement Software, and drive toward a zero exception procure to pay process.
- Responsible for kick-off meetings and handover of the executed subcontracts to the
- Subcontracts Administration team.
- Maintain accurate records of procurement, expediting and logistic activities and organizes related filing systems.

Work Conditions
- Travel Requirements: Occasional travel may be required for supplier evaluations, contract negotiations, and meetings.
- Work Environment: A mix of office-based and on-site work, depending on project needs.
What You'll bring to the Team (Knowledge, Skills, Competencies)
- Bachelor's degree in engineering, business administration, supply chain management, logistics, or a related field
- Certified Professional Purchaser (C.P.P.) designation or Certified Supply Chain Management
- Professional (CSCMP) is considered an asset.
- Over 5 years of experience in Supply Chain including procurement and logistics, preferably in the construction or railway industry, including leading and managing a diverse team.
- Experience in developing and rollout of project wide strategies and programs.
- Post award, subcontract management experience is an asset.
- Experience and exposure with negotiating large scale, multi-million-dollar contracts.
- In depth experience with procurement, materials management, expediting and logistics related to construction services, corporate and IT services and materials.
- Knowledge of procurement best practices, materials management, expediting processes, logistics (including IncoTerms), import regulations, competitive bidding, market conditions, subcontract terms and conditions.
- Exceptional time management skills, able to work on multiple projects at the same time and manage and coordinate competing organizational needs.
- Ability to build and maintain productive relationships and partnerships at all levels of the organization across the project.
- Strong negotiation skills and experience negotiating contracts with vendors
- Engaging presentation skills with the ability to build strategic and impactful communications that are influential and resonate.
- Analytical and problem-solving skills, ability to analyze complex data and distill into a clear, compelling and concise narrative
- Ability to perform in a fast-paced environment and work with internal stakeholders, vendors and Client as required
- Knowledge of railway safety regulations and requirements is a plus.
- Proficient in Microsoft Office Suite and procurement software applications
