Division: Utilities and EnvironmentDepartment: SustainabilityTerm: 1 Permanent Full Time position available.Closing Date: 10/28/2025Labour Group: SCMMAPosting: 4673Job SummaryThis position performs professional environmental, project management, and supervisory work to improve environmental performance with a focus on impacted site management.Work is required to meet regulatory obligations under the Environmental Management and Protection Act 2010 (EMPA 2010).Duties & ResponsibilitiesOversee the management of impacted sites within city limits; support responses to spills and historical discoveries for all city-related work.Liaise with the Ministry of Environment regarding spills, discoveries, responsible party status, offsite impacts, liability transfer, zoning, and other aspects of impacted site management.Maintain the City's impacted sites inventory, provide appropriate information to project managers, operations, or emergency crews that are working in known or potentially impacted areas. Support appropriate cost recovery from responsible third parties.Monitor the regulatory status of individual impacted sites within city limits, perform annual status updates and oversee the calculation and reporting of financial assurances for impacted sites owned by the City.Collaborate with Solicitors Office, senior management, and other departments to address liabilities and manage risks associated with impacted sites.Lead or support initiatives or special projects pertaining to the management of impacted sites to achieve the compliance objectives of the Saskatchewan Environmental Code.Support capital project planning and budget requests including development of business cases, cost estimates, and project charters in collaboration with project sponsor(s) and stakeholders. Plan and prepare project schedules, track and monitor completion of deliverables, identify and manage project risks. Conduct lessons learned to identify successful project elements and opportunities for continuous improvement.Support development, and oversee implementation of, a Brownfields Program.Supervise staff primarily engaged in supporting environmental compliance and sustainability advisory services.Support regulatory compliance monitoring, permit applications and renewals, project planning, and procurement.Develop and deliver training materials to build internal capacity for impacted sites management.Prepare and present reports to Council and Committees of Council, as well as to other public and stakeholder groups as required.Performs other related duties as assigned.QualificationsUniversity degree in Environmental Science or Engineering, preferably environmental or civil.Must be eligible for QP status under one or more chapters of the Saskatchewan Environmental Code.Professional certification in engineering or related field, or eligibility to achieve certification in Saskatchewan within one year.Seven to nine years progressively responsible experience in impacted site management and regulatory compliance, including project management and construction experience.Possession of an equivalent combination of training and experience may be considered.Possession of a valid, Class 5 Saskatchewan Driver's License.A current driver's abstract from Saskatchewan Government Insurance (SGI) demonstrating a safe driving record.Knowledge of municipal, provincial, and federal legislation and regulations pertaining to environmental matters.Knowledge of environmental quality and science-based investigation techniques (sampling programs, etc.)Knowledge of environmental management systems.Demonstrated ability to lead, manage, and participate in all phases of policy and program development, and education programs.Demonstrated ability to establish and maintain effective working relationships with staff, contractors, stakeholders, and the public.Demonstrated ability to communicate effectively, orally and in writing.Skill in the operation of a computer with Microsoft Office Software.Municipal experience would be an asset.Weekly Hours: 36.67Salary Range: $95,473.92 to $112,058.88 CAD per annum (2023 rates)Diversity, Equity and InclusionThe City of Saskatoon offers an inclusive workplace that embraces diverse backgrounds.
