Job Description Summary

The Health & Safety Advisor is responsible for developing and overseeing Faculty of Medicine (FOM) department and building specific Occupational Health and Safety (OH&S) Committee Programs and Safety Management Systems that are consistent with FOM OH&S and UBC OH&S programs, regulatory standards and guidelines, and best practices. Meets with faculty, staff, FOM department heads and senior managers to provide direction on local, departmental, and building safety issues. Lead responsibilities include providing advice and consultation in support of FOM Joint Occupational Health & Safety Committees (JOHSCs) and Local Safety Teams (LST), and advising and supporting student safety and compliance within FOM Health Professions education programs. In addition, the incumbent will advise in the development, implementation and maintenance of a province-wide safety program in areas such as program documentation, site-specific safety inspection protocols, safe work procedures, and accident investigations. Furthermore, the position is responsible for advising on workable OH&S approaches, implementing effective management systems components, providing training on the application of OH&S elements, reviewing the effectiveness of OH&S systems in place, and conducting assessments of OH&S systems.

Organizational Status

Reports to the Senior Advisor, Faculty of Medicine and works closely with the Faculty of Medicine community on health & safety initiatives, including personnel in FOM administrative offices as well as departments, schools and research centres. This position provides leadership and direction to one Health & Safety Associate. In addition, this position liaises with Safety & Risk Services departmental staff and other campus groups on various health and safety projects and programs. From time to time, this position will engage contract workers and work-study students.

Work Performed

  • Responsible for overseeing, promoting, implementing and administering staff occupational safety and environmental programs for multiple complex units off the Point Grey campus with locations spanning the province, including departments, research centres/institutes, schools and educational programs within the FOM;
  • Leads the creation, implementation and maintenance of occupational health and safety management systems and programs for the FOM's 6 diverse clinical education programs, including province-wide safety programs for students completing clinical placements;
  • Ensures the integration of services in FoM OH&S and UBC;
  • Provides comprehensive occupational hygiene, safety and environmental services to FOM departments, including risk assessment and advice on compliance and hazard controls. Acts as a resource for implementing JOHSC recommendations;
  • Provides guidance, support, and acts as lead FOM resource for LSTs not located on the Point Grey campus;
  • Produces and delivers training sessions in various technical, programmatic and managerial safety environmental topics.
  • Review and make recommendations to assist the safety programming in meeting regulatory requirements and ISO45001:2018 standards;
  • Supports the FOM Health & Safety Space review program in partnership with SRS Research Compliance & Occupational Hygiene team. This includes site visit activities, developing reports and following up on corrective action items;
  • Develops and creates tools and resources to assist administrative heads of unit and departmental managers to conform with OH&S standards, health and safety regulations, FOM and UBC policies, including assisting in the development of departmental safety program manuals and procedures
  • Develops practical solutions to resolve departmental health and safety non-conformance issues and recommends courses of action;
  • Investigates complaints and works to resolve conflicts concerning workplace safety and environmental issues;
  • In conjunction with the LST and departmental representatives, investigates accidents and recommends any corrective actions required;
  • Incident/ Accident (I/A) investigations: Performs audits of submitted I/A reports to ensure proper root causes and corrective actions have been made and implemented. Works with supervisors to ensure compliance with WorkSafeBC regulations with regard to I/A investigations being completed and submitted in a timely manner;
  • Produces reports on safety program outcomes and activities in departments, monitors departmental progress;
  • Produces reports related to the performance of FOM LSTs for the FOM JOHSCs;
  • Through site visit activities, provide guidance on administrative controls or procedures that ensure health & safety and compliance with regulatory requirements;
  • Stays up to date with changes to applicable OH&S legislation and emerging issues/trends in occupational health and safety management systems concepts, and analyses and communicates the impacts to affected FOM groups;
  • Collaborates with OH&S personnel within the Health Authorities across the province, to ensure that UBC's FOM P&P are consistent with, and included in, local OH&S initiatives;
  • Provides consultation, mediation and investigative skills to the FOM administrative heads, faculty, staff and students on all aspects of occupational health and safety management. This includes consultation with provincial Health Authorities, hospital Health and Safety Officers, WorkSafeBC Compliance Officers and other external agencies as required;
  • Conducts special projects on occupational safety issues and carries out additional duties as requested.

Consequence of Error/Judgement

Inadequate safety and compliance measures could result in serious injury to faculty, researchers, staff, students and visitors to the University, or failure to comply with federal, provincial and municipal legislations in providing a safe working and learning environment. The failure to comply with federal, provincial and municipal legislations could involve the legal accountability of officers and administrators of the University and damage to the reputation of the University.

Supervision Received

Work is performed independently under limited supervision within established program criteria and other guidelines. Reports to the Senior Advisor, Faculty of Medicine. Work is subject to periodic review and consultation by the Senior Advisor, Faculty of Medicine and the relevant safety program advisors to determine that the quality and quantity of work performed meets established program objectives. The Safety Associate will keep the Senior Advisor, Faculty of Medicine informed of ongoing activities and will advise them on major problem areas or deviations from established program objectives

Supervision Given

This position may supervise student and contract workers (when staffed). As required this position will supervise and advise an SRS Associate. This position may provide functional supervision to faculty, staff and students to ensure compliance to institutional & regulatory standards, and provides technical direction, training and advice.

Minimum Qualifications

  • Undergraduate degree in a relevant discipline. Minimum of four years experience including at least two years in an area of specialization, or the equivalent combination of education and experience.
