The Strategic Systems and Innovation (SSI) Branch drives information management and technology strategies for the Ministry of Corrections, Policing and Public Safety, and the Ministry of Justice and Attorney General. The Opportunity

We are seeking a Senior Project Specialist for a permanent role, ideal for someone with advanced expertise in project management, business analysis, and organizational change management. You will lead high-impact IT projects and mentor team members, supporting both project delivery and professional growth.

The Ideal Candidate

As a Senior Project Specialist, you will:

  • Lead and mentor project teams, sharing best practices and supporting professional development.
  • Deliver complex IT projects, including planning, budgeting, risk management, and stakeholder engagement.
  • Analyze and gather technical and non-technical requirements and manage scope to prevent scope creep.
  • Develop and implement organizational change management frameworks, facilitate workshops, and coach teams through transitions.
  • Prepare project proposals, business cases, present at IT governance forums, and provide strategic guidance for IT programs and policy development.
  • Be client-focused, analytical, organized, adaptable, creative, and respectful.
  • Thrive in a fast-paced, high-pressure environment with changing priorities and tight deadlines.
  • Write, explain, and present technical information to a variety of non-technical groups in a simple, clear, and concise manner.
  • Build strong relationships with stakeholders, including executive leadership, vendors, and partner agencies.

You will have knowledge of:

  • Advanced knowledge of project management, business analysis, and change management best practices.
  • Experience with IT governance, strategic planning, and policy development.
  • Proficiency with Microsoft tools (DevOps, SharePoint) and data analytics.
  • Strong leadership, communication, and relationship management skills.
  • Adaptability and a client-focused approach in a fast-paced environment.

Typically, the knowledge, skills and abilities required to be successful in this position would have been obtained through:

  • Degree in information technology-related discipline (Computer Science, Commerce, or Business Administration), and/or
  • Project Management Professional (PMP), Certified Business Analyst Professional (CBAP), Prosci Change Management Certification, or equivalent.
  • Significant related experience in project management, business analysis, and change management, including leadership and mentorship roles.
