SUMMARY OF DUTIES
Contributes to human resources and labour-relations strategies and is responsible for their implementation. Promotes an employer-union partnership culture and ensures that collective agreements, labour laws and health and safety standards are applied equitably and consistently.
Supervises the team of labour-relations advisors and the HR advisors assigned to client groups. Ensures HR services are integrated and harmonized in order to provide strategic and personalized support to managers and their teams, contributing directly to organizational performance and a healthy and sustainable work environment.
MAJOR RESPONSIBILITIES
- Leads client groups by ensuring that the services offered strengthen managers' skills and leadership; supports the HR team in its support strategies and works directly with managers as needed.
- Ensures collective agreements and labour laws (e.g., Canada Labour Code, Occupational Health and Safety Act, Federal Public Service Labour Relations and Employment Act, etc.) are applied consistently by ensuring compliance and fairness in practices.
- Manages union relations, special agreements, grievances and disputes, and implements measures to prevent and resolve workplace harassment and violence.
- Develops negotiation strategies tailored to internal and external realities and actively participates in bargaining-table discussions.
- Implements a proactive approach to HR and LR risk management based on data analysis, organizational monitoring and dialogue with stakeholders to prevent conflicts, strengthen engagement and foster a sustainable work environment.
- Leads and supports HR advisors in providing value-added services while promoting their development and ensuring quality customer service.
- In collaboration with the HR Expertise Centre, contributes to the development of HR and LR strategies and programs, acting as a point of contact between the branches and HR, and ensuring branch needs and organizational strategies are aligned.
- Establishes and maintains partnerships and collaborative relationships with union representatives and government bodies (e.g., Treasury Board).
- Actively contributes to decision making by providing impact analyses of the employee experience and work climate, in order to promote a harmonious and supportive organizational environment.
- Participates in employer-union committees to develop sustainable solutions to issues related to the interpretation of collective agreements, grievances and disputes.
- Ensures the joint job-evaluation committee functions smoothly.
- Monitors best practices in HR and labour relations in an advisory role, recommends improvements and identifies implementation strategies.
- Establishes labour-relations performance indicators and monitors results.
REQUIRED QUALIFICATIONS
- University degree in Industrial Relations or equivalent;
- Minimum of 10 years of relevant experience, including at least 3 years in a managerial position;
- Solid experience in advising managers, change management, project management and labour relations;
- Proven experience actively participating in the achievement of strategic objectives within a transforming organization;
- Experience in a unionized environment and excellent understanding of collective agreements;
- Experience working in a Canadian federal environment is an asset;
- Proficiency with digital collaboration tools (MS Office 365, Outlook, Word, Excel, PowerPoint, Teams, SharePoint);
- Professional certification (CHRP or equivalent);
- Excellent command of French and English, spoken and written.
