Job Summary: Under the direction of the Program Manager, the Youth Outreach Mentor supports the delivery of StrengthQuest, that is part of the City of Surrey's SAFE program. The Outreach Counsellor will provide counselling, case management, mediation support, and police-assisted interventions for children and youth aged 9 to 24, as well as their parents and guardians, aiming to prevent gang recruitment, reduce gang violence, and address other risk factors. The role involves using assessment tools to identify needs, managing low- to mid-risk cases, and supporting the Program Manager with high-risk clients.

Key Duties and Responsibilities:

  • conducts case management for an assigned caseload, including assessment, goal and plan development, and referrals to other community service providers, utilizing the Intervention Case Management (ISM) Model (assessment, action planning, and follow-up);
  • provides gang awareness education and counselling to referred individuals and their families;
  • delivers crisis intervention, problem-solving, and conflict resolution support for children, youth, and young adults;
  • supports mediations between youth, families, and other stakeholders (e.g., schools, Police);
  • initiates, develops, and maintains collaborative relationships with community partners and service providers; make referrals to other community outreach and intervention services as needed;
  • stays informed of current policies, guidelines, regulations, and initiatives related to community violence, gang prevention, and intervention services;
  • attends the Children & Youth At-Risk Table (CHART) to implement multi-agency support plans for residents aged 6 to 24 and their families;
  • provides ongoing mentorship through one-to-one and group sessions, skill-building activities, and weekly discussions; assists youth in connecting with community resources and coordinating relevant activities;
  • promotes physical health, mindfulness, emotional wellness, and a strong sense of identity and belonging;
  • consults with and reports regularly with the program manager; and
  • performs other job-related duties or community initiatives as assigned.

Education and Knowledge:

  • undergraduate degree or diploma in social services, psychology, criminology, and a minimum of 2 years of work experience in a similar position or the equivalent of education, training, experience and certification; and
  • current first aid certificate.

Qualifications, Skills and Abilities:

  • ability to provide counselling and one-on-one mentorship to youth using a culturally sensitive and trauma-informed approach;
  • skilled in engaging participants and volunteers through programs that are educational, fun, and supportive;
  • strong problem-solving and multi-tasking abilities;
  • highly organized, responsible, and proactive;
  • ability to work independently and collaboratively as part of a team; and
  • flexible to participate in work-related activities outside regular hours to accommodate youth schedules.

Additional Information

  • valid Driver's License and access to a reliable vehicle; and
  • clear Criminal Record Check, including the Vulnerable Sector.
