General Description

The IT Manager is responsible for leading and overseeing all aspects of the First Nation's information technology systems and infrastructure. This includes the management of networks, servers, software, hardware, cybersecurity, user support, data governance, and digital transformation initiatives. The IT Manager ensures that technology supports the Nation's administrative operations, service delivery, and community development goals efficiently, securely, and sustainably. The position combines technical expertise, strategic planning, and leadership to ensure that IT systems are reliable, secure, and responsive to the growing needs of the organization and community.

Key Responsibilities

IT Leadership & Strategic Planning:

● Develop and implement the Nation's IT Strategy and annual work plan aligned with organizational priorities and digital transformation goals.

● Provide leadership and guidance on technology investments, procurement, and innovation.

● Advise the Executive Director and Management Team on IT policies, procedures, and best practices.

● Prepare and manage the IT annual budget, ensuring cost-effective use of resources.

● Supervise IT staff, contractors, or consultants, including performance management and professional development.

Cybersecurity & Data Governance:

● Enforce cybersecurity protocols and user access controls.

● Direct vulnerability assessments, security audits, and incident response activities.

● Ensure compliance with privacy and data protection regulations (e.g., PIPEDA, ISC policies).

● Develop data governance frameworks and retention policies for digital records management.

Systems Integration & Digital Transformation:

● Lead projects to modernize and integrate IT systems, including HRIS, asset management, finance, GIS, and records management systems.

● Work collaboratively with external vendors, consultants, and funding agencies on technology initiatives.

● Support the development of community connectivity initiatives (e.g., broadband expansion, community Wi-Fi).

● Explore opportunities for automation, remote access, and cloud-based service delivery to improve efficiency.

Knowledge, Skills, and Abilities:

● Excellent troubleshooting, analytical, and problem-solving skills.

● Strong communication, leadership, and interpersonal skills.

● Ability to maintain confidentiality and uphold data integrity standards.

● Demonstrated ability to manage competing priorities and multiple projects.

● Familiarity with networks, servers, virtualization, and cybersecurity.

● Knowledge of Microsoft 365 Administration, Windows Server, Active Directory, and cloud-based applications.

Competencies/Experience:

· Bachelor's degree in information technology, Computer Science, or related field (equivalent experience considered).

· Industry certifications preferred: CompTIA Network+/Security+, Microsoft Certified Systems Engineer (MCSE), Cisco CCNA, or similar.

· ITIL or Project Management certification (e.g., PMP, Prince2) is an asset.

· Minimum 5 years of progressive experience in IT administration, systems management, or network security.

· Experience managing IT operations in a government, Indigenous organization, or public-sector environment preferred.

· Experience working with IT ticketing systems

· Experience working with RBAC (Role based access control)

· Demonstrated success leading digital transformation or technology modernization projects.

· Experience working with First Nations, understanding of governance and confidentiality protocols is an asset.
