DEFINITION:

Under the general direction of the Manager of Facilities and Operations for Parks, Recreation & Culture, or designate, the Sportsplex Working Foreman (Chief Engineer) is responsible for leading and coordinating the daily operations, maintenance, and supervision of the Sportsplex and its ammonia refrigeration plant.

This position provides leadership and technical expertise to CUPE 2012 staff, contractors, and other personnel to ensure the safe, efficient, and compliant operation of the facility and all mechanical systems. The incumbent may perform hands-on duties associated with facility maintenance and operations as required and ensures adherence to all regulatory, safety, and collective agreement provisions.

EXAMPLES OF WORK PERFORMED

  1. Lead, supervise, and train Staff in facility maintenance and ammonia plant operations;
  2. Oversee public use of the Sportsplex, ensuring a safe environment and adherence to facility guidelines;
  3. Review and approve staff timesheets, administer collective agreement provisions, and ensure compliance with occupational health and safety standards;
  4. Plan, coordinate and monitor staff and equipment schedules, including resource allocation and management of the fleet booking system;
  5. Support in the development, implementation, and oversight of safe work procedures to ensure safe and efficient operation of the ammonia refrigeration plant and Sportsplex facility;
  6. Provide technical expertise and recommendations to the Manager of Facilities and Operations regarding both short-and long-term operational planning;
  7. Ensure compliance with WorkSafeBC regulations and City safety policies, including conducting regular safety meetings, inspections, and incident reports.
  8. Supervise maintenance and repair activities related to the ammonia refrigeration plant;
  9. Maintain accurate and up-to-date documentation and records for the ammonia refrigeration plant in accordance with all regulatory requirements;
  10. Prepare cost estimates for required maintenance and repair projects, monitor expenditures, and assist in the development of annual operating and capital budgets;
  11. Serve as the primary contact for contractors performing work on the ammonia refrigeration plant and ensure compliance with all safety and quality standards;
  12. Support the planning and execution of capital projects related to the ammonia refrigeration plant room and facility improvements;
  13. Supervise and participate in ice installation, resurfacing, and maintenance to ensure optimal ice quality for public and user groups;
  14. Assist in maintaining outdoor green spaces, trails, and pathways associated with the facility;
  15. Perform manual labour tasks such as snow removal, landscaping, and event or equipment setup;
  16. Identify and address safety hazards promptly, implement corrective actions, and report safety concerns to management;
  17. Respond to public inquiries and complaints in a professional, courteous, and timely manner;
  18. Maintain detailed operational logbooks, records, and reports as required;
  19. Ensure compliance with WorkSafeBC, Technical Safety BC regulations, and CSA standards, including applicable safety order and permit conditions;
  20. Participate in emergency call-outs, and shift work and as required;
  21. Perform other related duties as assigned to support departmental goals.

REQUIRED TRAINING AND EXPERIENCE

  1. Completion of secondary school education;
  2. Minimum of five (5) years of relevant experience in facility operations and refrigeration plants;
  3. Possession of a Class 5 Power Engineer Certificate or B.C. Refrigeration Operator's Certificate (or higher);
  4. Demonstrated ability to safely and efficiently operate facility and refrigeration equipment;
  5. Proficiency in interpreting technical drawings, specifications, standards, and regulations;
  6. Physically fit and capable of performing heavy manual labour in varied environmental conditions;
  7. Proven supervisory experience in a unionized environment preferred;
  8. Completion of Building Service Worker Level 1 training;
  9. Thorough knowledge of CSA standards, WorkSafeBC regulations, and the Power Engineers, Boiler, Pressure Vessel, and Refrigeration Safety Regulations relevant to the role;
  10. Valid First Aid certification;
  11. Ability to work independently, prioritize tasks, and meet operational deadlines;
  12. Strong interpersonal and communication skills with the ability to engage effectively with staff, contractors, and the public;
  13. Excellent written, verbal communication, and documentation skills;
  14. Must be fit-tested and compliant with WorkSafeBC respiratory protection requirements;
  15. Possession of a valid Class 5 British Columbia Driver's Licence.
