Research Data Governance Analyst – GEMINI

GEMINI ) is a unique big data platform in the Canadian healthcare landscape using advanced methods and analytics to extract and standardize data captured in hospital electronic health records. GEMINI currently exists at 30+ ON hospitals, where we have collected data on over 3 million hospital admissions across more than 30 hospitals. The GEMINI data platform supports the Ontario General Medicine Quality Improvement Network (GeMQIN), a provincial network led by Ontario Health to improve care for general medicine hospital patients. GEMINI is a collaborative data and analytics platform for all Ontario hospitals to accelerate research and quality improvement, leading to excellent hospital care.

GEMINI is seeking a Research Data Governance Analyst to help strengthen and advance our data governance framework. In this role, you will maintain and update critical documentation such as Standard Operating Procedures, and data dictionaries, while also tracking changes to data sharing agreements and Research Ethics Board Protocols. The Research Data Governance Analyst position will also work towards building dashboards to summarize data quality issues. In addition, you will play a key part in monitoring compliance with governance frameworks, auditing access and request change logs, and escalating or recommending improvements where needed. The position also involves supporting Threat Risk Assessments and tabletop exercises, tracking security mitigation actions, and recommending enhancements to reduce data security risks. You will also have the opportunity to contribute to ongoing research on AI governance, helping to shape policies and practices that inform framework development.

This is a one-year contract position with the possibility of renewal.

Duties and Responsibilities:

Data Governance Documentation, Process Monitoring, Security, and research support (50%)

Maintain and update GEMINI data documentation (SOPs, master data model, data dictionaries).

Maintain and audit data request logs, ensuring least privilege access is enforced.

Monitor adherence to governance frameworks; escalate compliance concerns as needed and recommend enhancements to the data governance framework informed by research.

Coordinate and support Threat Risk Assessments (TRAs) and data-related tabletop exercises.

Track follow-ups on security mitigation items from TRAs and tabletop activities.

Monitor data handling practices and recommend improvements, supported by research, for reducing data security risks.

Contribute to training materials and awareness-building on governance practices, incorporating research and best practices.

Support metadata management and data classification efforts.

Data Access, Sharing, and Compliance Coordination (20%)

Maintain clear records of data access permissions by team and use case.

Support the review of data sharing agreements, REB approvals, and hospital-level permissions.

Liaise with legal/privacy teams to support data access compliance.

Assist with audit preparation by maintaining thorough documentation.

Ensure access requests align with governance and project scopes.

Data Quality and Availability Monitoring (15%)

Document site-specific data quality and availability issues.

Propose data quality improvements informed by research and industry trends to support leadership prioritization and roadmap planning.

Build dashboards, reports, or summary tables to identify and surface data quality issues.

Track recurring issues and support root cause analysis.

Define or contribute to data quality metrics and thresholds.

AI Governance and Data Literacy (10%)

Contribute to ongoing research on AI governance to inform framework development.

Support development and implementation of an AI governance framework.

Help define policies for responsible AI use, risk categorization, and documentation.

Monitor adherence to AI governance principles, such as fairness, explainability, and accountability.

Contribute to AI model inventories, documentation, and audit logs.

Support AI risk assessments and mitigation in collaboration with privacy/legal teams.

Contribute to training and awareness efforts related to AI governance and data ethics

Stakeholder Engagement and Cross-Team Coordination (5%)

Participate in meetings with engineers, researchers, and hospital partners.

Help communicate governance updates, procedural changes, and known data limitations.

Assist in onboarding stakeholders and distributing relevant materials.

Gather feedback from users and identify areas for process improvement.

Qualifications:

Bachelor degree in Computer Science, Statistics/Biostatistics and/or related discipline.

A college diploma or certificate in Information Sciences or Information Technology, in addition to a Bachelor degree, is considered an asset.

Excellent attention to detail and proven ability to learn new skills.

Experience working independently and as part of a team.

Detail-oriented with strong organizational and problem-solving skills. Ability to manage multiple priorities, follow up on action items, and contribute to project planning and reporting.

Demonstrated the ability to adapt and manage changing priorities.

Excellent written and oral communication skills.

Proficient with MS Office software (Word, Excel, PowerPoint, Outlook, etc.).

Knowledge of SQL is an asset.

Experience with healthcare data is an asset.

Experience supporting or implementing data governance practices, including maintaining data documentation, managing access controls, and ensuring compliance with governance frameworks is an asset.

Familiarity with responsible AI practices, including ethical use of AI/ML, documentation of model inputs and outputs, and risk monitoring. Exposure to developing or applying AI governance frameworks is an asset.

Working knowledge of privacy legislation and health data regulations (e.g., PHIPA, REB requirements), and experience supporting threat risk assessments, tabletop exercises, and compliance documentation is an asset.
