Job Description Summary
The Safety Associate coordinates and administers the off-campus FoM JOHSC program. Reporting to the Health & Safety Advisor, Faculty of Medicine, this position would coordinate recruitment, scheduling, training, and administration for all FoM JOHSCs and new Worker Safety Representatives. The Safety Associate is responsible for achieving and maintaining regulatory compliance by conducting field inspections, completing risk assessments, and maintaining program related communication strategies. This position also provides advice and recommendations on a wide range of Occupational Health and Safety ("OH&S") programs in the Faculty of Medicine ("FoM") and helps ensure the integration of services in the FoM OH&S and The University of British Columbia's ("UBC") OH&S programs, meeting regulatory standards, guidelines and best practices.
Organizational Status
Reports to the Health & Safety Advisor, Faculty of Medicine and works closely with the Faculty of Medicine community on health & safety initiatives, including personnel in FoM administrative offices as well as departments, schools and research centres. This position liaises with other Safety & Risk Services departmental staff and other campus groups on various health and safety projects and programs.
Work Performed
- Coordinates the development of new FoM JOHSCs and Worker Safety Representatives
- Proposes and conducts initial incident assessments, field inspections, quality reviews, and Occupational Health & Safety program reviews, including risk assessment and advice to administrative heads of unit and departmental managers in order to conform and comply with OH&S standards and to achieve OH&S objectives;
- Provides advice and recommendations on various health and safety programs for multiple departments, research centres/institutes, and schools within the FoM and ensures the integration of services in FoM OH&S and UBC;
- Review and assist the safety programming in meeting regulatory requirements and ISO45001:2018 standards;
- Develops and assesses practical solutions to resolve departmental health and safety non-conformance issues and recommends a plan of action;
- Represents the Safety & Risk Services Occupational and Research Safety Team on the FoM Joint Occupational Health & Safety Committees (JOHSC), including reviewing of meeting materials and implementation of JOHSC committee recommendations;
- Represents and provides guidance to Local Safety Teams ("LSTs") which plays a key role in worksite inspections, Incident/ Accident (I/A) investigations, communication of occupational safety related information, and providing information and recommendations to the FoM JOHSC;
- Reviews I/A investigations: Performs audits of submitted I/A reports to confirm proper root causes and ensure corrective actions have been made and implemented. Works with supervisors to ensure compliance with WorkSafeBC regulations with regard to I/A investigations being completed and submitted in a timely manner;
- Provides information and advice on University's safety policies, procedures and practices to the UBC FoM Community;
- Investigates complaints and works with departments, administrative and academic units within FoM to resolve conflicts concerning workplace safety and environmental issues;
- Develops and delivers education/training sessions under the direction of safety program advisors;
- Conducts field inspections in a variety of workplace types, including moderate to high risk assessments, and communicates findings and proposes possible solutions to the Health & Safety Advisor, Faculty of Medicine;
- Develops, implements and maintains program-related communications strategies including resource documents, reports and manuals;
- Conducts research and analyzes trends in OHS to identify gaps and opportunities in safety projects and programs;
- Communicates with OH&S staff within the Health Authorities across the province to ensure that UBC and FoM policies and procedures are integrated with local OH&S initiatives and services;
- Supports the Health & Safety Advisor, Faculty of Medicine to develop and implement the health and safety program for clinical placement students in the FoM; and
- Performs other duties as assigned.
Consequence of Error/Judgement
Inadequate safety and compliance measures could result in serious injury to faculty, researchers, staff, students and visitors to the University, or failure to comply with federal, provincial and municipal legislations in providing a safe working and learning environment. The failure to comply with federal, provincial and municipal legislations could involve the legal accountability of officers and administrators of the University and damage to the reputation of the University.
Supervision Received
Work is performed independently under limited supervision within established program criteria and other guidelines. Reports to the Health & Safety Advisor, Faculty of Medicine. Work is subject to periodic review and consultation by the Health & Safety Advisor, Faculty of Medicine and the relevant safety program advisors to determine that the quality and quantity of work performed meets established program objectives. The Safety Associate will keep the Health & Safety Advisor, Faculty of Medicine informed of ongoing activities and will advise them and relevant safety program advisors on major problem areas or deviations from established program objectives
Supervision Given
This position may supervise student and contract workers (when staffed). This position may provide functional supervision to faculty, staff and students to ensure compliance to institutional & regulatory standards, and provides technical direction, training and advice.
Minimum Qualifications
College diploma in a relevant discipline. Minimum of two years' experience, or the equivalent combination of education and experience
