SummaryThis position has responsibility for oversight and support of Infrastructure and Water Services SCADA systems and projects. This includes application configuration, maintenance, monitoring, graphics development, and system performance activities in accordance with Capital Regional District policies, procedures, and standards. This position also provides technical support, guidance and direction to IWS staff.
Key Duties & Responsibilities- Provides oversight and administration of SCADA system software, structure and functionality including develops and implements SCADA System procedures and standards and designs, creates and implements SCADA graphics and related applications.
- Provides SCADA system maintenance which includes database and display updates and on site point to point testing and troubleshooting.
- Provides guidance and direction to ensure that enhancements, system integrity and application design meet operational needs.
- Specifies, installs, maintains, services, repairs and calibrates electrical/electronic equipment, controls and instruments. Provides expertise, trouble shooting and guidance to other IWS staff.
- Maintains the operational condition and accuracy of a variety of SCADA and electronic equipment by inspecting, testing, repairing, adjusting, regulating, and calibrating the equipment.
- Maintains services and calibrates hand-held and fixed gas detectors.
- Analyses operating statistics to improve automation software and SCADA system operations.
- Performs technical functions for the Inflow and Infiltration (I and I) program.
- Designs, installs, commissions, programs software and maintains programmable logic controllers, Human Machine Interface, electronic equipment, and SCADA systems.
- Provides ongoing guidance and direction to IWS staff with respect to the use, design and operations of SCADA systems as well as required troubleshooting.
- Recommends, provides analysis, designs, specifies, purchases, installs, and commissions equipment and instruments for capital works and operations including sensors, instrumentation, control systems, water quality equipment and remote monitoring systems.
- Provides project management oversight and services with regard to new, expansion and/or modifications of facilities as well as changes to control logic and infrastructure.
- Liaises with internal and external stakeholders. Installs and maintains data radio systems and liaises with communication companies with respect to new telemetry line installations, repair or upgrading of existing lines and radio communications.
- Prepares reports on equipment malfunctions or the need for new equipment.
- Follows all policies, procedures and standards of the CRD

- Excellent communication (verbal and written), interpersonal and customer service skills are required.
- Thorough knowledge of advanced SCADA systems for the monitoring, collection and processing of data.
- Strong analytical, processing, and documentation skills
- Highly proficient in Microsoft Office applications including MS-Excel and MS-Word.
- Must have reasonable typing skills to effectively complete required work.
- Strong organizational and documentation skills.
- Ability to review and analyze information in a dynamic and fast paced environment.
- Must be capable to learn new computer applications in a quick and efficient manner.
- Perform work in an independent manner as well as in a team environment as the job requires.
- Knowledge of water and waste water operations and procedures, computer systems, and basic network communications configuration.
- Demonstrates initiative with proven troubleshooting and problem-solving skills.
- Ability to effectively interact with clients, Industrial Automation team, and senior management.
- Knowledge of and ability to manage projects and databases.
- Knowledge and understanding of WorkSafeBC practices/protocols, Workers' Compensation Act and OHS Regulations and other relevant safety statutes.
- Diploma in a related discipline
- A minimum of 8 years' directly related experience
- Electronics Technologist or Technician (ASTT BC) or equivalent
- Low Voltage Certification (Technical Safety BC)
- Valid BC Driver's Licence
