ORGANIZATION: The BC-CfE is a world-renowned HIV/AIDS Centre with innovative, low barrier approach to healthcare delivery in clinical practice and an integrated group of research concentrations in Laboratory Sciences, Clinical Trials, Drug Treatment, Population Health and Epidemiology, Health Economics and Professional Education Programs. A multidisciplinary team of clinicians including Physicians, Nurses, Social Workers, Pharmacists, and Peers, and researchers including Health Economists, Epidemiologists, Clinical Researchers, Statisticians, Programmers, and Data Analysts work collaboratively to improve the health of British Columbians with HIV and communities facing socio-economic barriers in accessing healthcare.
JOB: Reporting to the Director, Clinical Operations, the Clinical Operations Manager – Supervised Consumption Site (SCS) provides operational and clinical leadership to ensure safe, high-quality, and client-centred care. The role oversees the daily operation and service delivery of the SCS. The Manager provides leadership and guidance to Supervisors in the areas of service delivery, staff orientation, staff skills development, and quality improvement. The role fosters a collaborative, interdisciplinary environment that integrates research, client engagement, and harm reduction practices, ensuring alignment with program objectives and the organization's strategic priorities. The position ensures that the SCS operates in accordance with all regulatory requirements, organizational policies, and harm-reduction principles. The Manager provides leadership to an interdisciplinary team including nurses, supervisors, peers and support staff, ensuring a safe, client-centred, and collaborative environment.
JOB RESPONSIBILITIES:
· Oversee day-to-day operations of the SCS, ensuring safe, effective, and client-centred service delivery.
· Ensure compliance with Health Canada exemption terms, BC-CfE policies, and applicable regulations.
· Develop, implement, and evaluate site-specific protocols, procedures, and workflows.
· Coordinate scheduling, staffing, and resource allocation to maintain optimal coverage.
· Support supervisors in supervising site operations and addressing emerging operational issues.
· Provide direct supervision and mentorship to Supervisors, LPNs, peers, administrative and clinic aide staff.
· Support staff clinical competency development through training, coaching, and reflective practice.
· Promote a culture of collaboration, respect, and trauma-informed, culturally safe care.
· Collaborate with clinic leadership to establish, implement, and monitor clinical protocols, infection control practices, harm-reduction standards, and emergency response procedures.
· Ensure team practices comply with organizational policies, professional standards, and relevant regulations.
· Lead the implementation of workplace safety programs and emergency response procedures in collaboration with the OHS Advisor, OHS Committee, and organizational leadership. Responsibilities include ensuring compliance with SCS safety protocols, facilitating incident, hazard, and near-miss reporting, investigations and corrective actions.
· Support continuous improvement in risk mitigation and safe clinical practices.
· Determine and maintain optimal skill mix and staffing levels to meet client demand, acuity and service delivery outcomes.
· Oversee key Staffing & Workforce processes, including recruitment, selection, and onboarding of staff; ensuring alignment with organizational values and operational policies and guidelines.
· Approve schedules, rotations, and leaves to ensure service continuity.
· Guide the orientation, training initiatives and competency development for new staff.
· Identify ongoing learning needs and collaborate with educators and other leaders to deliver staff development programs, including harm-reduction practices and trauma-informed care as well as relevant training on operational processes and procedures.
· In collaboration with the Director, Clinic Operations and HR, conduct performance reviews for SCS staff and supports them trough regular coaching.
· Addresses performance issues proactively and fairly, aligned with organizational policy and collective agreements.
· Promote meaningful client and peer engagement in program planning and evaluation.
· Foster and maintain relationships with community partners, health agencies, and service providers.
· Act as a liaison with internal BC-CfE departments and external stakeholders.
· Ensure integration of harm reduction, trauma-informed approach and equity principles across all aspects of the site.
· Review feedback from clients, families, and community partners to develop and inform service improvement plans focused on enhancing client-centred care.
· Lead and participate in continuous quality improvement initiatives, including the use of data, variance analysis, and client outcome metrics to inform practice changes.
· Oversee implementation of approved QI projects and evaluate their effectiveness.
· Collaborate with the Director of Clinic Operations to manage the operating budget for SCS.
· Oversee development, review, and implementation of operational policies, procedures, and guidelines specific to SCS.
· Ensure compliance with public health regulations, privacy and confidentiality legislation, and occupational health and safety standards.
· Facilitate the participation of SCS staff and clients in approved research projects and pilots related to harm-reduction practices.
· Maintain effective two-way communication with SCS staff, organizational leadership, and external partners to support transparency and engagement.
· Prepare regular operational & performance reports, incident summaries, and other updates on the overall SCS service delivery
· Performs other related duties as assigned
JOB QUALIFICATIONS:
Education, Training and Experience
· Master's degree in Healthcare Management, Social Work or Nursing.
· Preferred: Certifications or advanced training in Community Health, Substance Use, Harm Reduction, and Trauma-Informed Care.
· Education and training should reflect knowledge of harm-reduction principles and trauma-informed care
· Minimum of three (3) years of recent related experience at the middle management level in a medium to large health care organization with exposure to a clinic environment.
· Experience in community health, harm reduction, and working with marginalized populations, including people who use substances.
· An equivalent combination of education and experience may be considered.
