Reporting to the Occupational Health and Safety Manager within the Operations and Protective Services Division the Health and Safety Training Officer is responsible for designing, developing, and delivering comprehensive health and safety training programs across the organization and providing reports to the Health and Safety Manager. The Officer ensures that employees, contractors, and vendors are educated on workplace safety protocols, regulatory compliance, and emergency procedures. This role is key to promoting a strong safety culture within the organization by ensuring all personnel are well-equipped to prevent accidents and respond effectively to emergencies. The Officer will also be responsible for evaluating the effectiveness of training programs and making improvements as needed by auditing training and performance. Additionally, the Officer will be responsible to conduct inspections, complete all required departmental documentation and submit to WSCC.
Required Education and Experience
Minimum Level of Education/Training: Bachelor's degree or College Diploma in Occupational Health and Safety, Education, Training and Development, or a related field. Alternatively, a diploma or certification in Occupational Health and Safety with extensive training and instructional experience may be acceptable. Minimum Level of Experience: 2 years of experience in developing and delivering health and safety training, preferably in a municipal, public sector, or industrial environment. Experience in designing and delivering both in-person and virtual training programs. Experience with training compliance and certification management. Experience in developing and implementing health and safety programs, including Standard Operating Procedures, policies and training.Assets: Experience in the municipal or public sector, particularly in a training or safety-focused role. Proficiency in developing e-learning modules or experience with Learning Management Systems (LMS) for tracking training. Experience in emergency response training or crisis management training. Bilingual or multilingual abilities can be an asset, especially in regions with diverse populations. Certifications: Certified Safety Professional (CSP), Occupational Health and Safety Technician (OHST), NCSO or similar certification is preferred. Train-the-Trainer certification or equivalent experience in instructional design. First Aid, CPR, AED Certification required, especially in training for emergency response. Additional relevant certifications in safety training, such as Instructor Certification for WHMIS or OSHA Outreach Trainer.
Additional Requirements: Canadian Citizenship or Landed Immigrant Status Clear Criminal and Vulnerable Sectors Record Check (Every 3 years by RCMP) The ability to communicate both written and orally in English. Note: Equivalencies or Higher that include a combination of education and experience may be considered at the time of selecting candidates when the requisite skill attainment can be demonstrated.
All relevant certifications are required at time of application. The successful candidate would be required to submit a Criminal Record Check, as well as an acceptable Driver's Abstract.

Relevant du gestionnaire de la santé et de la sécurité au travail au sein de la division des opérations et des services de protection, l'agent de formation en santé et sécurité est responsable de la conception, de l'élaboration et de la prestation de programmes complets de formation en santé et sécurité à l'échelle de l'organisation, ainsi que de la présentation de rapports au gestionnaire de la santé et de la sécurité. La personne au poste d'agent veille à ce que les employés, les entrepreneurs et les fournisseurs soient informés des protocoles de sécurité en milieu de travail, de la conformité réglementaire et des procédures d'urgence. Ce rôle est essentiel pour promouvoir une solide culture de sécurité au sein de l'organisation en veillant à ce que tout le personnel soit bien équipé pour prévenir les accidents et intervenir efficacement en cas d'urgence. L'agent sera également chargé d'évaluer l'efficacité des programmes de formation et d'apporter les améliorations nécessaires en vérifiant la formation et le rendement. De plus, cette même personne devra effectuer des inspections, remplir tous les documents ministériels requis et les soumettre à la CSTIT.
Formation et expérience requises
Niveau minimum d'études/de formation : Baccalauréat ou diplôme collégial en santé et sécurité au travail, en éducation, en formation et perfectionnement, ou tout autre domaine connexe. Par ailleurs, un diplôme ou une certification en santé et sécurité au travail avec une formation approfondie et une expérience pédagogique peut être acceptable. Niveau minimum d'expérience : Deux ans d'expérience dans l'élaboration et la prestation de formation en santé et sécurité, de préférence dans un environnement municipal, public ou industriel. Expérience dans la conception et la prestation de programmes de formation en personne et virtuels. Expérience en gestion de la conformité de la formation et de la certification. Expérience dans l'élaboration et la mise en œuvre de programmes de santé et de sécurité, y compris des procédures opérationnelles normalisées, des politiques et de la formation.Atouts : Expérience dans le secteur municipal ou public, en particulier dans le cadre d'un rôle axé sur la formation ou la sécurité. Maîtrise du développement de modules d'apprentissage en ligne ou expérience des systèmes de gestion de l'apprentissage (SGA) pour le suivi de la formation. Expérience en formation en intervention d'urgence ou en gestion de crise. Les capacités bilingues ou multilingues peuvent être un atout, surtout dans les régions où la population est diverse. Certification : Certified Safety Professional (CSP), technicien en santé et sécurité au travail, NCSO ou certification similaire est préférable. Certification de formation du formateur ou expérience équivalente en conception pédagogique. Certification en premiers soins, RCP, DEA requise, surtout dans le cadre de la formation sur les interventions d'urgence.
