Job Summary
The mandate of the Safety, Compliance, Training and Development Service is to provide training and development, safety and compliance, and quality and continuous improvement of bus, para transit and light rail services. Services and programs include appropriate safety and job training for transit employees, and the compliance, development and implementation of safety standards to protect the general public.
You serve as the training performance specialist for Transit Operations, ensuring instructor and operator performance for bus, Para Transpo bus, light rail operations, and transit maintenance personnel. You provide professional leadership and coordination in the planning, implementation and administration of training section strategies, policies and programs for training performance, and establish and maintain positive client relationships with internal and external management and stakeholders.
In addition, you: train, develop, monitor and evaluate instructors and relief instructors who provide training, consistent with corporate strategic direction and corporate vision; ensure that the training needs of all section staff are met, including refresher and remedial training/testing; conduct branch campaigns such as safe driving awards, winter driving protocols, etc.; provide functional expertise and support to Transit Operations via various committees, including accident review, technical advisory; work closely with the program manager to administer the MTO Driver Certification Program and the CVOR; manage an accident tracking program for reporting/maintaining and analyzing information related to bus or rail collisions; and oversee the proper compilation, accessibility, retention and destruction of important training-related records.
You also supervise the operations of the work unit, including organization structure and job design, are responsible for developing and monitoring operating budgets, and manage the human resources of the unit, including hiring, termination, performance management and discipline of staff as necessary, and act as spokesperson for the employer at grievance hearings.
Education And Experience
Completion of 3 year college diploma or university degree in education, public or business administration, organizational development, training or human resources, or other related field, including courses towards a certificate in Adult Education
Minimum of 5 years of progressively responsible experience in the field of adult education, in a transit or operational environment
Experience should include 2 years of supervisory experience in a unionized environment and 3 years of experience in an operator training capacity
*CERTIFICATIONS AND LICENCES*
Fleet Driver Trainer/Instructor certification (PRIDE or equivalent MTO-approved course)
Must obtain Signing Authority under the MTO Driver Certification Program within the timeframe determined by the employer
*KNOWLEDGE*
- Knowledge of transit training programs/procedures for conventional transit, Para Transpo, maintenance personnel, and light rail operators
- Knowledge of the issues/ theories/practices/principles involved in the provision of training
- Principles of adult learning and knowledge of various learning styles
- Knowledge of the operation of transit vehicles, and related equipment
- Knowledge of MTO and CVOR requirements
- General knowledge of the City of Ottawa and of corporate and departmental policies and procedures
- Branch/division mandate, programs, policies, guidelines, legislation, regulations, and operational procedures
- Knowledge of the Highway Traffic Act and Regulations
- Contract document preparation, the tendering process and supervision of field services
- Supervisory experience and motivational techniques. Working knowledge of corporate human resource policies, practices and collective agreements related to managing in a unionized environment, including hiring, dismissal, performance management and the grievance procedure
- Sections of the collective agreements relative to staff supervision
- Team-building and conflict resolution techniques
- Financial management practices and processes for preparing and tracking section and training unit budgets
- Principles of project management
- Methods used to deal with the media in a professional manner
- Standards specific to specialty area
- Equipment operation specific to specialty area
- Computer applications, including MS Office
- Must possess the training, experience and knowledge to organize the work and its performance
- Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and city policies and procedures
