The Municipality of Chatham-Kent has openings for temporary full-time Job Developers in the Employment & Social Services division. This temporary full-time opportunity is for a period up to December 2026. 

Job description

The Job Developer delivers outcome-based integrated employment services programming designed to help job seekers connect to in demand job opportunities, and through case managed supports, remain employed.  

Essential responsibilities

  • Conduct interviews with participants by phone/in person at various locations such as offices, community centres, and participant's homes (includes outreach) to determine whether a participant should receive self-directed or case-managed services.
  •  Administer various tools including the Common Assessment and Employment Readiness Assessment to evaluate the participant's motivation and attitudes towards work, assess competencies and job history, and identify any barriers or gaps that may need to be addressed.
  •  Develop and manage the Employment Action Plan in partnership with the participant, giving consideration to their career, employment, and training goals, and direct them to the most appropriate services and supports, with the process of looking for work initiated as soon as possible.
  •  Deliver and refer to short term interventions designed to help address participant needs identified through service planning activities.
  • Deliver individual and group meetings and training (related to employment interventions).
  •  Support participants with job search activities.
  •  Develop and maintain employer relationships.
  •  Work with employers to negotiate training placement incentives and develop employment opportunities where participants may be matched into a job. 
  • Deliver job coaching and retention activities as appropriate to employed participants.
  • Conduct follow-up activities as required by the Ministry to verify employment milestones and document in appropriate technology including the Employment Ontario Information Systems Case Management System (EOIS-CaMS) or other provided technologies.
  • Ensure responsible expenditure of public funds by monitoring and reviewing eligibility and issue financial benefits to participants.
  • Achieve outcome-based employment targets.
  • Use sound judgement and discretion to ensure participants receive effective service that incorporates the unique circumstances of each individual participant.
  • Build rapport and establish professional relationships with participants and partners of employment and social services.
  • Participate on internal/external committees to enhance participant service and business operations.
  •  Liaison with Federal, Provincial, and Community based employment service agencies to ensure full usage of employment programs.
  •  Compiles statistical data as required to support program viability.
  • Demonstrate Chatham-Kent's core values and competencies.

Essential qualifications

  • University degree or College Diploma in Social Work or Social Sciences program, Business Administration/Business Marketing, or Public Administration with two (2) to four (4) years of related experience.
  • Experience working in the area of Employment Services and/or Human Services in a job developer, job coach, or case management position is considered an asset.
  • Experience working with job seekers is essential:
    • Conducting interviews with participants by phone/in person.
    •  Assessing participant's motivation and attitudes towards work, competencies and job history, and identifying barriers that may need to be addressed.
    •  Developing and monitoring service delivery plans in partnership with participants.
    • Working with employers to provide participants with paid work.
    • Collecting, documenting, and evaluating information related to the administration of participant services.
    • Ensure responsible expenditure of public funds by monitoring and reviewing eligibility and issue financial benefits to participants.
  • Maintain current knowledge of legislation, community services, resources, policies, programs, procedures and issues affecting participant population.
  • Strong interpersonal and communication skills, written and verbal.
  • Excellent problem solving, organizational, and time management skills.
  • Proficiency working in an automated environment, and the ability to learn new software programs.
  • Working knowledge of Employment Ontario Information Systems Case Management System (EOIS-CaMS), WREN Jobs Portal, and agenda scheduling tools.
  • Strong computer skills, specifically Microsoft Office (Word, Excel, PowerPoint, Outlook) (or similar software program).

Other qualifications

  • Experience providing individual and/or group counseling an asset.
  • Experience using motivational interviewing techniques an asset.
  • Fluency in French an asset.

Work environment/hours of work

  • This position works indoors.
  • This position works weekday hours, with occasional evening hours.
  • This position has been designated as eligible to work remotely at least part-time in coordination with other team members ensuring adequate office coverage.
  • This position is eligible to participate in a flexible work hours arrangement.

Working Remotely

This position has been approved for remote working, at the discretion of the supervisor based on the Working Remotely Policy.

This position may be required to attend on-site meetings in order to complete essential responsibilities of the role.  As per the Working Remotely Policy, employees scheduled to work remotely on a certain day may occasionally be called to a municipal onsite work location on short notice.  Employees must remain flexible to accommodate municipal requirements and be prepared to be called in on short notice.

Driver's licence/vehicle requirements

Because this position would be required to travel, a valid Province of Ontario driver's licence with a reliable motor vehicle is necessary.

Background check requirements

Because of the environment this position will be working in, the successful candidate will be required to furnish an original Police Information Search (criminal reference check) (working with vulnerable persons) prior to commencement of employment; you must be 18 years of age or older to obtain a vulnerable police check.

Essential physical and/or safety requirements

  • Sitting: frequent sitting in sitting chair (working at desk, sitting in meetings, driving or travelling to other municipal centres or participant's home).
  • Hands: constant fine finger dexterity (movement), mousing (technology in keyboarding, clicking and mousing).

Benefits

This temporary full-time position has an hourly wage of $38.896 to $43.970 and will receive 15% in lieu of benefits (which includes group benefits, statutory & non-statutory holidays, and non-enrolment in OMERS) and 4% vacation pay. Where a permanent employee is receiving benefits and is the successful candidate for a temporary vacancy, benefits will remain as per the policy manual.

When internal employees are applying to temporary vacancy and want to maintain their permanent status: positions posted as "temporary" may be filled with permanent employees (full-time, part-time and call-in) who want to keep their permanent status provided their ability to be released to a temporary position is reviewed and approved with their current manager/supervisor before submitting an application.
