Compliance Officer & MLRO - Canada (Regulatory Compliance focus)
Location: Ebury Toronto - 4 days in the office, 1 day of home office per week
Job Summary
We are seeking a seasoned professional to fulfill the role of Compliance & Money Laundering Reporting Officer (MLRO) for the Canadian market. The main purpose of this role is to maintain the integrity and compliance of the Canadian branch, ensuring adherence to all local regulatory requirements and reporting obligations. This critical position requires a deep understanding of the Canadian regulatory environment, financial crime prevention methods, and compliance frameworks. The successful candidate will act as the principal advisor on all compliance matters and will be responsible for maintaining an open, transparent, and effective relationship with our Canadian regulators. The working environment is fast-paced, agile, and highly results-oriented, so the individual must be comfortable working within this type of highly rewarding, dynamic environment. As the candidate will manage all compliance matters for the branch, previous experience in a senior compliance role is essential.
Key Responsibilities:
- Act as the principal advisor and main point of contact on all matters pertaining to Compliance, Anti-Money Laundering (AML), and Counter-Financing of Terrorism (CFT) specific to the Canadian market.
- Hold the role of Money Laundering Reporting Officer (MLRO) for the Canadian branch.
- Liaise with the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC), the Office of the Superintendent of Financial Institutions (OSFI), and other relevant Canadian regulatory agencies to manage interactions and ensure regulatory compliance.
- Collaborate with the Global Head of Compliance to tailor, implement, and maintain the Compliance Control Framework for the Canadian jurisdiction, ensuring consistency with global company policy.
- Offer strategic guidance to business units and support functions, ensuring adherence to local laws and regulatory requirements.
- Conduct impact analysis of regulatory changes within Canada and continuously ensure internal policies and procedures are updated and aligned accordingly.
- Oversee the preparation and submission of mandatory regulatory reports an filings to the respective authorities, ensuring compliance with all statutory
deadlines. - Lead the Compliance Monitoring Program, ensuring that risk assessments effectively capture the nuances of the Canadian financial landscape.
- Handle Suspicious Transaction Reports (STRs), provide advice on high-risk client escalations, and manage other AML-related disclosures as required by Canadian law.
- Manage the client onboarding process in coordination with the On-Boarding team, providing expertise on local Know Your Customer (KYC) and due diligence requirements.
- Develop and deliver ongoing training for the team regarding Canadian compliance and risk management practices to promote a culture of compliance and risk-awareness.
- Conduct regular assessments of compliance risks and the effectiveness of implemented controls.
- Audit first-line-of-defense procedures and processes and assist with external AML audits.
- Attend regulatory forums and industry meetings to keep up to date with industry standards.
Requirements:
- Proven experience in compliance within financial services, with significant experience dedicated to the Canadian market. A solid background in regulatory compliance within the Canadian financial industry is required.
- Previous experience as a Compliance Officer and MLRO in a fast-paced fintech environment is highly desirable.
- A bachelor's degree or higher in Law. A law degree is a strong asset, as the ability to understand and interpret law and translate it into operational guidelines is a must.
- Proven track record of effective management and interaction with Canadian regulatory authorities such as FINTRAC.
- Professional qualifications pertinent to the Canadian financial services sector such as a Certified Anti-Money Laundering Specialist (CAMS) designation or an equivalent AML certification.
- Fluency in English (both written and spoken) is required. Proficiency in French is a strong asset.
- Demonstrated ability to analyze complex regulatory requirements and implement practical, operational solutions.
- Exceptional communication, interpersonal, and stakeholder management skills, with the ability to influence key stakeholders.
- Must be comfortable working autonomously and possess proven organizational and time management skills.
- Ability to adapt to digital processes and tools, with proficiency in Microsoft Office and/or Google Suite.
