The opportunity:
The Manitoba Centre for Health Policy (MCHP) is a research unit within the College of Community and Global Health, Rady Faculty of Health Sciences, University of Manitoba. MCHP is a grant funded research unit located on the Bannatyne Campus. MCHP has the responsibility for the establishment and on-going development and maintenance of the world-class Manitoba Population Research Data Repository (Repository) and its supporting systems as well as conducting policy relevant research using the Repository. The Repository is unprecedented internationally in terms of its comprehensiveness, degree of integration, and orientation around a population registry. It includes information derived from the health care system as well as housing, education and social assistance information. The data files are de-identified but linkable at the individual level and support history building across all files over a 50-year period. MCHP enables researchers to undertake population-based health services and broader determinants of health research and policy analysis using the Repository within legislative privacy regulations and ethical frameworks. MCHP relays it's research results through knowledge translation best practices to provincial and federal health care decision-makers, data scientists, and providers. MCHP also provides support and supervision to graduate and post-graduate students on an annual basis.
The primary function of this position is to analyze and evaluate database and programming requirements on research projects looking at the determinants of health and health care of populations using administrative health, social, and education data. It is the responsibility of the incumbent to correctly interpret goals and objectives set out by project teams and lead researchers and then develop the appropriate computing and statistical solutions in R or Python programming languages. Input into the statistical methods used and the final interpretation of the results is also an expected part of this position. The incumbent is also responsible for preserving the confidentiality of the administrative data before any research results leave the secure computer system.
The qualifications and experience we're looking for:
- Detailed knowledge of R, including proficiency in R packages for data science such as Tidyverse, ggplot2 etc., required.
- Detailed knowledge of Python, including proficiency in Python packages for data science such as Numpy, Pandas, matplotlib, seaborn etc. required
- Demonstrated skills involving data linkage and data manipulation of large databases, required.
- Must have excellent knowledge of basic statistical analysis methods and have good knowledge of advanced statistical analysis techniques such as survival analysis, generalized linear models, propensity scores and inverse probability treatment weights, and statistical methods for longitudinal data analysis such as generalized estimating equations is required.
- Proficiency in MS Windows, MS Office (specifically Excel and Word) is required.
- Detailed knowledge of epidemiology and statistical methodology for health research is required.
- Knowledge of coding systems used in health research such as ICD-9-CM, ICD-10-CA, CCI, ATC, is required.
- Effective communication skills in English, both oral and written, are required.
- Ability to work within tight timelines is required.
- Confidentiality of the information must be maintained and required.
- Conscientious attention to detail is required.
- Demonstrated ability to work on multiple projects and programming tasks is required.
- Demonstrated ability to determine priority and balance workloads and demands is required.
- Must be willing to direct and supervise others as required while maintaining workload is required.
- Ability and willingness to learn new techniques is required.
- Must be able to work in a team environment as well as independently is required.
- Must have the ability to teach or advise other programming staff in new or recently developed methodologies is required.
- Ability to write up methodology for manuscripts and edit papers for peer review publication is required
- Keyboarding skills are necessary as this is a computer programming position is required.
- Must be able to work in-person three days per week is required.
- A satisfactory work record, including satisfactory attendance and punctuality, is required.
- Familiarity with other statistical analysis packages such as SAS, STATA, SPSS is preferred.
- Advanced knowledge of statistical methodology such as multinomial logistic regression, Generalized Estimating Equations
(GEE) and structural equation modelling (SEM) is preferred.
- Knowledge of advanced analytical techniques such as predictive modelling, survival analysis, and artificial intelligence/machine learning programming techniques, including natural language processing is an asset.
- A background working with Statistics Canada data, such as census data, as well as administrative health data, such as CIHI's Discharge Abstract Database (DAD), is beneficial.
- Experience in creating interactive visualizations and dashboards using RShiny, Plotly, PowerBI etc., preferred.
