We advocate for and support all types of cycling and are committed to improving conditions within the province so that cyclists of all ages and abilities can enjoy the thrill, enjoyment, and practicality of cycling. In partnership with the Province, we are developing the Blue Route provincial cycling network, as well as designing active transportation networks in communities across the province as part of the Core Active Transportation Networks Project. )
Active Transportation Planner/Designer
Cycling Nova Scotia (CNS) looking for a motivated active transportation (AT) professional who is eager to advance the practice of AT planning and design in Nova Scotia. This is a unique opportunity to help shape the growing AT planning and design practice in Nova Scotia and to contribute to the development of rural and small-town AT projects, as well as the contribute to connection the provincial Blue Route cycling network though communities.
As the Active Transportation Planner/Designer with CNS, you will collaborate with municipal, provincial and private partners to plan and design rural and small-town core AT networks, with through the both the hands on creation and project management of Network Plans, Conceptual Designs and Final Reports. You will facilitate public engagement to identify the community vision/priorities for establishing core AT networks and be involved in the preparation of preliminary network planning, conceptual designs and functional planning including but not limited to the project management of engineering studies for final route validation, androutes recommended for early phase implementation. Your work will consider municipal plans and strategies (i.e. Accessibility Plans, Comprehensive Community Plans etc.) as well as connections to the provincial Blue Route cycling network.
We are seeking a transportation professional with knowledge and experience in AT planning and design as well as public engagement and project management. The planner/designer must be able to creatively apply national and international best practices in communities with limited cycling infrastructure and where local design standards are not alwayspresent. As the Active Transportation Planner/Designer you will lead core AT network planning and design projects and supply all requisite knowledge and technical expertise to prepare well-founded capital planning recommendations. This role requires knowledge of TAC , NACTO, CROW, MUTCDC and NSTIR design requirements as well as transportation planning concepts such as complete streets and integrated mobility.
This position reports to the Director of Blue Route and Cycling Advocacy and is within the Active Transportation Team of CNS.
Qualifications
- Bachelor's or Master's degree in urban/community planning, civil/transportation engineering, or related discipline
- Knowledge of all ages and abilities planning and design best practices
- 2-year's experience in related industry
- Project management experience
- Excellent communication and organizational skills
- Excellent independent project and time management skills
- Excellent teamwork skills
- Experience gathering and analyzing quantitative and qualitative data
- Ability to build relationships with municipal and provincial government partners
- Experience working with private contractors and design firms
- Knowledge of roadway geometric design
- Interest in cycling and pedestrian transportation and multi-modal transportation
- A valid driver's license
The following qualifications will be considered an asset:
- Full/candidate member of Canadian Institute of Planners OR
- P Eng. license, or Engineer in Training with professional association (i.e. Engineers Nova Scotia)
- Experience conducting or facilitating public engagement processes for a range of stakeholders
- High degree of proficiency with AutoCAD, GIS, and Remix Streets
- Experience with graphic design programs such Adobe Illustrator and Indesign
Responsibilities
- Public consultation and travel within the province
- Active Transportation network planning
- Active Transportation facility design
- RFP/RFQ writing to hire consultants for concept, functional and detailed design drawings,costing,traffic studies, etc.
- Data collection and analysis
- Technical writing and report writing
- Report design and graphic design
- Preparation of and/or involvement in concept plan drawings and project costing
- Preparation of functional plan recommendations for municipal project partners
- Draft council reports and presentations
- Presenting at forums around the province on AT
- Liaising with municipal and provincial government staff
- Attending and presenting at various conferences, seminars and workshops across the province
Salary Details
Full-time permanent (based on access to funding)
- 35 hours/week
- $65,000
- Hybrid work from home/in office
