Reporting Relationship

The Program Supervisor will report directly to the Health Services Department Manager; maintain communication with Chief & Council and internal working relationships with all Departments within M'Chigeeng First Nation.

Position Summary

This position will take the lead to carry out the mandate of the Post Majority Support Services Program: "The protection, care and nurturance of children, youth and families", in accordance with Territorial By-Laws. The position is responsible to oversee and monitor the daily management and administration of the Program, relative to the effective and efficient implementation of goals, objectives, vision and strategic planning of the First Nation including development and evaluation while building capacity for sustaining an integrated community-based model of service delivery for the M'Chigeeng First Nation.

Essential Functions

  • Ensure all M'Chigeeng First Nation protocols and Bylaws are adhered to and program activities are conducted in accordance to recommendations and policies as set by Chief & Council
  • Will be current on all Child Welfare matters as required to act as an authorized Representative of M'Chigeeng First Nation and to act as an advocate and lobby for prevention and intervention solutions to issues directly affecting band membership youth involved in child welfare and aging out of the Ontario child welfare system.
  • Incorporate and promote Anishinabek cultural values, beliefs and practices and Anishinabemowin into program delivery
  • In collaboration with the Health Services Department Manager, review the annual service and financial plan to ensure that all aspects of the program are being managed and identified goals and objectives are being achieved
  • Ensure that service coordination and service flow processes from intake, ongoing service planning and discharge is completed based on Post Majority Support Services, policy and procedures
  • Develop Orientation and Public Relations documentation and presentations to promote the Post Majority Support Services program
  • Ensure youth in receipt of service from the Post Majority Support Services program have access to financial support, learning, educational and professional development opportunities, safe, stable housing, and have access to culture, land, language and the Community
  • Work with Service Navigators to process intake and assessment, obtain informed consent, collect youth background/case history and develop a youth/young adult's transition plan
  • Work with Service Navigators and youth and appropriate workers to assess situations, identify solutions and safety plans when required
  • Practice strict confidentiality, privacy, ethical and non-bias approaches
  • Formulate concrete goals and objectives and identify appropriate internal and external resources to meet identified needs in the provision of services to youth.
  • Engage in regular liaison with Family Resource Team staff, other related programs and/or departments within the Community and external agencies
  • Ensure ongoing case management, crisis intervention, referral and access to counselling services and quality of service is provided to youth by monitoring all service providers
  • Respond to requests for information, case consultations, community public relations requests and documentation in relation to the program
  • Receive and make referrals to services and programs for youth when required
  • The Program Supervisor will implement management principles, service planning, costing, controlling, financial reporting and strategic planning
  • Will take an active role to coordinate interdepartmental strategic planning activities by assisting in the formulation of annual program goals and objectives for the post majority support services and family resources program
  • Develop and monitor policies and procedures, protocols that are specific to the program's integrated service delivery model
  • Participate in local and regional initiatives whose mandates relate to the identified local community issues
  • Ensure the annual review and development of policies and procedures, manuals and systems for program effectiveness and make recommendations for improvements

Management & Supervision

  • Manage and supervise program staff, Service Navigators
  • Provide direct supervision to service navigators to develop, implement, review and evaluate service and financial plans developed for youth involved with the Post Majority Support Services program. This includes all service and financial plans approved for youth.
  • Ensure that all youth referred to the program meet First Nation and Federal policy and eligibility requirements
  • Provide guidance and direction regarding program objectives to work towards the realization of the vision of the First Nation to bring strategic plans into alignment
  • Build, lead and empower an effective team composed of a diversity of skills, talents, working knowledge and perspectives
  • Assist in the Recruitment & Selection process and orientation of new program staff and conduct annual performance appraisals
  • Facilitate regular program staff meetings – bi-weekly
  • Manage and ensure confidentiality of required records and documentation is securely filed
  • Ensure compliance is exercised to applicable acts and regulations pertaining to program requirements
  • Ensure administration procedures for tracking attendance records, all leaves are monitored and maintained as necessary
  • Assist team members with addressing and resolving concerns or conflicts
  • Ensure that all serious incidents and or risk and liability incidents concerning youth and or families are documented, communicated and reviewed with the Department Manager
  • Meet monthly with the Health Services Department Manager for the purpose of Supervision

Planning & Development

  • Develop and implement annual service and financial plan for the program.
  • Reviews and monitors the programs service and financial plan on a monthly and quarterly basis;
  • Review professional development and training needs of the service navigators and develop training plans based on department needs
  • Enhance service and financial plans to seek additional funding for the program when service volume and program needs are identified
  • Develop a list of Community Resources for youth that are accessible both on and off the First Nation
  • Work with community resources and partners to create a coordinated comprehensive community plan for establishing an environment that supports the maintenance of healthy lifestyle changes; to enable active involvement and participation
  • Coordinate interdepartmental strategic planning activities for development of a service delivery process to complement the financial management of program needs
  • Assists and participates in Community events both on and off the First Nation when required and needed
  • Efficient utilization of caseworks case management software for the program.

Financial & Reporting

  • Manage and monitor the annual financial plans for the program and individual financial plans for youth involved in the program in consultation with the Department Manager
  • Review, prepare and identify current and future annual budget requirements for the program and ensure maintenance in the levels of funding for program sustainability
  • Monitor and ensure compliance with funding agencies; and ensure preparation and timely submission of narrative, statistical and financial reports to the funding sources
  • Ensures program statistics and reporting is maintained and quarterly narrative progress reports and financial reports are prepared and presented to the Department Manager
  • Review financial reports monthly from Central Finance and prepare a financial analysis and planning for the program in accordance with the approved budgets
  • Maintain program documentation and statistics of activities on a monthly and quarterly basis for reporting and annual evaluations of the program
  • Ensure proper procedures for all expenditures and revenues are in place and within the authorized $1,000.00 expenditure limit for programming

QUALIFICATIONS & REQUIREMENTS

Preferred

  • Bachelor of Social Work Degree and/or Human Services from an accredited university with 4-years management and supervisory experience in child welfare or social services sector.
  • Registered member in good standing with recognized educational institution or professional association

Minimum

  • Post-Secondary Diploma in Social Services or related field with 4-years direct work experience in senior administration and supervision in child welfare
  • Working knowledge of community resources and development
  • Extensive knowledge of the Ontario, Child and Youth Family Services Act and other relevant regulatory and legal requirements
  • Extensive knowledge and understanding of child welfare systems
  • Proven strong leadership with managerial skills and experience
  • Strong decision-making and problem-solving skills
  • Extensive knowledge of the First Nation governance matters and protocols
  • Strong understanding of First Nations Child & Family matters and interests
  • Excellent interpersonal and communication skills; combined with the ability to negotiate positive results while managing positive relationships
