Mandate:
Reporting to the Commissioner, Transportation & Works, the Director, TMMP will provide leadership and strategic direction to a multi-disciplinary team responsible for the management and operation of a multi-modal transportation system which efficiently and safely moves people and goods. The division currently consists of four sections: Traffic Signals and Systems, Traffic Services & Road Safety, Street Lighting & Projects and Municipal Parking.
Duties & Responsibilities:
The Director, TMMP is responsible for establishing the strategic direction for the division to deliver exceptional customer service and delivery of day-to-day traffic management services and operations. This includes working collaboratively across divisions City-wide, external agencies, and other levels of government to develop strategies that promote the City's transportation goals so that all road users have the freedom to move safely, easily, and efficiently at any time. This will include being a champion for new technologies and innovations while maintaining the balance of moving to leading-edge technologies and providing a stable, secure and intelligent traffic management system.
Strategic Leadership & Planning
- Advise and provide recommendations to the Leadership Team and Council on City-wide transportation priorities, ensuring alignment with municipal and senior government strategies.
- Lead the development of annual and project-specific work plans, integrating staffing, capital budgets, and funding program objectives.
- Set divisional goals and resource plans to support the City's capacity to deliver projects efficiently.
- Contribute to the development and maintenance of transportation-related by-laws, policies, standards, and strategic frameworks.
- Position the division for the future by leading transformational change while also being a champion and advocate for the best alignment of services within the Department.
Collaboration and Communication
- Build and maintain strong relationships with senior representatives from other municipalities and government partners.
- Lead cross-divisional collaboration through steering committees and internal communication tools.
- Ensure timely and strategic communication with Council, internal stakeholders, the public, and media.
Organizational Development & Technical Excellence
- Foster a high performing, engaged team culture with a focus on professional growth and continuous improvement.
- Lead with a focus on customer service, and the ability to deliver the right services by building and motivating strong enthusiastic teams.
- Participate in strategic workforce planning in partnership with Human Resources and Departmental leadership to ensure a responsible organizational structure that continues to align talent with long-term goals, including governance models for sustainable job evaluation and organizational design.
- Monitor divisional performance and resource allocation to meet evolving project demands.
- Collaborate on the development and refinement of technical standards and internal processes to enhance operational efficiency.
Traffic Services and Road Safety
- Administration of the traffic by-law, including addressing concerns and inquiries related to parking, speed limits, traffic control, and all general matters related to traffic signs and markings.
- Administration of the crossing guard, traffic calming, pedestrian crossover, and automated speed enforcement programs.
- Review work zones, construction projects, and other permitted activities within the public right-of-way ensuring safe, coordinated, and efficient use of our streets while ensuring all plans prioritize safety and accessibility, especially for vulnerable road users such as pedestrians and cyclists
Traffic Signals and Systems
- Manage the delivery, operation, and maintenance of the more than 800 traffic signals and systems in the City through a variety of maintenance and operational programs.
- Manage, administer and monitor traffic signal programs ensuring capital and current budgets are appropriate and maintained and that they are further developed to meet and reflect the City's needs.
- Oversee the traffic signal optimization program to make the most efficient use of the transportation system by improving traffic signal operations. This includes all maintenance, upgrades, timing adjustments, and miscellaneous efforts to improve our traffic signals.
Street Lighting and Projects
- Manage, administer and monitor streetlighting programs ensuring capital and current streetlighting budgets are appropriate and maintained and that they are further developed to meet and reflect the City's needs.
- Manage the variety of streetlighting programs and projects, contracts and agreements including enforcement of warranties and claims, streetlighting inventory, and energy billing practices.
- Coordinate and manage staff for special projects within the TMMP Division as well as assist in other ongoing departmental initiatives.
Municipal Parking
- Manages all City paid parking operations including on-street and off-street paid parking locations.
- Manage the implementation of key recommendations and projects that are an outcome of the Parking Master Plan and Implementation Strategy and develop parking plans and strategies that support the City Strategic Plan and sub-plans.
- Ensure that parking plans, studies, projects, and strategies support the City's development goals and can be integrated with other studies, strategies, and plans.
Skills & Qualifications:
- Post-secondary Degree in Civil Engineering (PEng), Certified Engineering Technologist, or an equivalent. An equivalent combination of education, skills, and experience will also be considered.
- Progressive senior management experience providing leadership and administration in a municipal setting.
- Strong strategic business planning and budgetary skills balanced with a pragmatic, results-oriented approach.
- Highly developed ability to articulate a vision, and to lead and inspire others.
- A track record of developing credibility and earning respect of internal and external stakeholders
- In depth knowledge and understanding of traffic engineering with extensive knowledge and understanding of roadway safety.
- Demonstrated judgment and decision-making skills with the ability to determine an effective course of action that drives progression.
- Proven ability to coach, develop and lead a diverse team through times of continuous and transformational change while maintaining a positive, healthy and productive work environment.
- Demonstrated ability to oversee others carrying out major projects utilizing sound project management principles, practices and theories.
- Relationship building with key internal/external stakeholders including the development and delivery of presentations of a technical or political nature.
- Proven ability to develop and implement multi-faceted business plans for short, medium and long terms.
- Experience leading and managing a diverse workforce in a fast-paced, politically sensitive, customer-focused environment, achieving results through effective problem-solving and team leadership.
