About The Role
We are seeking a Senior Back-End Developer with strong IBM Mainframe experience to support a major enterprise modernization initiative within the Ontario Public Service (OPS). This role is ideal for someone who has deep expertise in backend development, mainframe tools, database modernization, and large-scale system integration.

Key Responsibilities

  • Analyze current system logical and physical design, code structures, and mainframe components to support migration and modernization work.
  • Use IBM mainframe tools (File Aid, IBM File Manager V13.1+, IMS DB, PLITDLI API) to assess system changes and support backend enhancements.
  • Perform backend development, coding, debugging, testing, and integration aligned with OPS standards.
  • Collaborate closely with Business Analysts, Technical Coordinators, Architects, and development teams to interpret requirements and design required changes.
  • Review and enhance database environments, checkpoint restart logic, and JCL code.
  • Support XML processing, batch development, and integration with IMS TM applications.
  • Provide ongoing status reports, code reviews, risk assessments, and technical updates.
  • Ensure deliverables comply with OPS policies, public-sector procedures, and cluster governance requirements.

Backend Mainframe Development (COBOL/CICS/JCL/IMS DB)

Database Expertise:
DB2, IMS DB V12/14, PLITDLI API, checkpoint restart logic


Public-Sector Experience:
Demonstrated understanding of OPS policies, T&S cluster processes, and public-sector development practices


Integration Experience:
XML parsing, IMS TM, message processing


Windows Development Tools:
Visual Studio 2008+, Debuggers


Standards Compliance:
Ability to produce OPS-compliant documentation and participate in peer review processes
