We are seeking a strategic and collaborative leader to join our organization as Senior Manager, Strategic Planning, Access & Aggregation. In this role, you will guide a team of expert network planners across disciplines including wireless, spectrum, fiber, transport, and microwave backhaul. Working horizontally with the design and strategy leadership group — including Wireless Engineering, Core Engineering, and Network Strategy — you will help shape the future of our network and ensure excellence throughout the end-to-end engineering lifecycle. Your team will leverage data-driven planning models to define and prioritize access network investments, creating clear blueprints, business cases, and futureready solutions. This includes aligning capital and operational spend to maximize growth, resiliency, and revenue performance. In this role you will report directly to the Vice President of Core and Access Network Engineering.

Key Responsibilities Include

  • Provide direction and performance oversight for a specialized network planning team, while developing and maintaining a multi-year access network plan aligned with business priorities and growth opportunities.
  • Assess expansion opportunities using planning models, develop business cases with budget requirements, and present strategic recommendations and investment options to executive stakeholders for expedited decision-making.
  • Support M&A activities through technical due diligence, cost modeling, and operational handoff, including leading acquisition network assessments and integration planning with cross-functional stakeholders.
  • Collaborate closely with Government Relations, PMO, Finance, Engineering, and Construction teams to qualify funding opportunities, ensure transparent tracking of planning inputs, and drive successful delivery of approved programs.
  • Deliver high-level reference designs for fiber access and distribution networks, optimize resiliency and cost efficiency through strategic use of third-party services and owned infrastructure, and maintain strict version control and documentation of design standards.
  • Produce bill-of-material assumptions, economic models, and cost estimates based on construction methodologies and regional deployment factors to support capital planning and network optimization.
  • Ensure spectrum inventory accuracy and manage compliance reporting (e.g., ISED), supporting both regulatory obligations and internal planning needs.
  • Drive on-time and accurate program scoping to enable predictable execution outcomes, while serving as a trusted strategic advisor across engineering and executive leadership.

The Ideal Candidate Will Possess

  • 10–12+ years of experience in telecommunications strategy, network planning, or access network engineering
  • Strong knowledge of fiber access architecture, transport networks, wireless access, and spectrum management
  • Proven leadership in managing technical teams and driving performance excellence
  • Experience developing business cases and presenting to executive stakeholders
  • Analytical expertise in planning tools, GIS-based design, and network cost modeling
  • Ability to influence cross-functional teams and prioritize high-impact initiatives
  • Background in network acquisition due diligence, including asset evaluation and standards alignment
  • Familiarity with regulatory and compliance frameworks for spectrum and infrastructure
  • A degree in Engineering (Electrical, Telecommunications, or related field), with additional credentials such as P.Eng., MBA, or PMP considered an asset
