Sea Mar Community Health Centers is seeking a full-time "live on-site" Resident Manager to oversee our Vancouver properties located in Vancouver, Washington. This position is responsible for managing one 70-unit affordable apartment building, along with a neighboring duplex, triplex, fourplex, and community living environment homes, all within approximately one mile of each other. These properties serve low-income households.

The Resident Manager will ensure the daily upkeep and smooth operation of all properties, maintaining a safe, sanitary, and welcoming environment for residents and staff. Responsibilities include responding promptly to tenant inquiries and concerns, being on-call for on-site emergencies, and collecting rent. The role also involves coordinating compliance documentation as directed by the Housing Director, facilitating lease signings, move-ins, and move-outs, and completing all required property management and regulatory paperwork in accordance with state and federal housing guidelines.

The Resident Manager will also perform minor janitorial and maintenance tasks, following established health and safety standards. Compliance with state, Tax Credit, and other agency requirements is essential.

This position reports directly to the Housing Director and may include additional duties as assigned.

 Duties and Responsibilities

  • Conduct daily property walks to monitor the overall condition of the buildings, both interior and exterior.
  • Supervise on-site staff and approve payroll and time off requests.
  • Maintain regular communication with Housing Director regarding property operations and tenant concerns.
  • Answer phone calls and respond to inquiries from tenants and prospective applicants.
  • Manage and maintain the property's waiting list in compliance with applicable regulations.
  • Respond promptly to on-site emergencies and tenant needs.
  • Investigate and resolve tenant complaints in a professional and timely manner.
  • Coordinate and schedule vendors and contractors as needed for maintenance or repairs.
  • Collect rent and ensure accurate recordkeeping of payments.
  • Conduct regular inspections of common areas, including hallways, offices, restrooms, community room, and storage room to ensure cleanliness, safety, and management presence.
  • Oversee proper collection and disposal of trash and recycling.
  • Ensure all exterior and interior lighting is maintained in good working order.
  • Coordinate landscaping and ensure the grounds are kept in excellent condition.
  • Verify that all appliances and equipment are safe and functioning properly.
  • Enforce property rules and lease terms in accordance with established policies and regulations.
  • Receive and complete tenant work orders promptly and efficiently.
  • Perform quarterly inspections of smoke alarms, exit signs, and security systems to maintain building safety and compliance.
  • Collaborate with maintenance staff to ensure vacant units are turned over quickly and prepared for new residents.
  • Work closely with the Housing Director to provide documentation and reports required for audits, inspections, and compliance reviews by regulatory agencies.
  • Educate tenants on emergency procedures, appliance operation, and property rules.
  • Prepare tenant notices (including warnings, 14-day, and 30-day notices).
  • Attend and participate in all required state and agency inspections.
  • Perform other related duties as assigned.

Education and Qualifications:

  • High school diploma or general education degree (GED) preferred.
  • Property management experience preferred. 
  • Maintenance experience preferred. 
  • Valid driver's license.
  • Auto liability insurance.
  • Must be vaccinated for COVID-19.
  • Bilingual in English/Spanish preferred, not required.
