Salary range for the position is $106,026 to $152,413. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.
How will you make an impact?
The Manager, Medical Staff Contracts provides leadership and is accountable and responsible for the development and implementation of strategic initiatives to support all aspects of medical staff contracting and negotiations. The Manager is responsible for the effective administration and oversight of medical staff contracts and compensation models on behalf of IH through planning, negotiation and ongoing management of contracts with physicians. The position provides medical staff contract management leadership across all levels of the organization to minimize risk to the organization, achieve desired results, and comply with accountability expectations.
Reporting to the Director, Medical Staff Contracts, the Manager is responsible for the effective integration of strategic and operational initiatives to support and engage medical staff across IH. The Manager collaborates and provides critical linkage with internal and external partners on contract management matters including development, interpretation and application of contract language, and ensures a comprehensive and integrated approach to clinical quality and contractual oversight. The Manager ensures practices are consistent with industry standards, IH policy, federal and provincial legislative requirements including the provincially negotiated Physician Master Agreement, and support a collaborative relationship between IH and medical staff.
Additionally, working collaboratively with IH programs, sites, consultants and other partners, the Manager leads planning and works with teams to prioritize initiatives, create plans to implement changes and evaluate contract performance within complex environments.
What will you work on?
- Provides leadership and effective management of the assigned Medical Staff Contracts team which:
- Leads negotiations on behalf of IH with individual physicians, physician groups, program areas and medical leaders regarding contract details and service deliverables.
- Provides professional advice, facilitates consensus and resolves problems throughout negotiation and the contract life cycle.
- Partners collaboratively with executive, operations and physician leaders to achieve results.
Leads the development and execution of all IH medical staff contracts and agreements.
Works collaboratively with medical leaders, including Executive and Senior Medical Directors, on matters relating to Medical Staff Contracts and relationships with medical staff, providing leadership and consultation in the successful design, planning, implementation, integration and evaluation of all activities related to medical staff contract processes within IH.
Maintains current knowledge of Ministry policy changes, legislative changes and the impact of negotiated agreements between the Government and the Doctors of BC and Nurse Practitioners of BC with respect to medical staff contracting. Provides expert opinion, interpretation and guidance to the Director, senior executive, medical leadership, physicians and other relevant partners.
Provides expert advice to program managers, portfolio and geographical leaders and executives on various types of physician programs, payment models, contract deliverables, IH and Ministry of Health policy and negotiated agreements.
Supports the Medical Staff Contracts team in determining quality measures within contracts. Works with analytic and operational teams to identify and assess appropriate data so contract managers may evaluate the achievement of contracted service deliverables.
Assists IH leaders, medical leaders and medical staff in their commitment to working together to meet the agreed-upon shared vision, guiding principles, and desired behaviours that govern the overarching relationship and contract. Creates an environment that fosters a highly collaborative business relationship that enables a genuine win-win relationship in which all parties are equally committed to each other's success.
Monitors the use of resources concerning budget, identifies potential risks, and recommends mitigation tactics to the Director.
In collaboration with medical leadership and the Director, identifies risks and priorities for the Medical Staff Contracts team and organizes workflow in order to meet the needs and requirements of all programs and services across IH.
Provides leadership to cross-functional teams through meetings, reporting on contracts and analysis utilizing standard project management tools, methodologies, and templates for tracking and reporting progress. Provides strategic and analytical guidance to teams.
Responsible for human resource management within the assigned Medical Staff Contracts team, including staff recruitment, selection, development, determination and planning for training needs, day to day supervision of work assignments and evaluation of performance through coaching, and mentoring, up to and including termination.
Effectively participates as a member of the Medical Staff Recruitment and Contracts management team and works to foster ongoing collaboration, communication and integration with colleagues.
Prepares and presents briefing papers, policies, business cases, tracks issues and reports on decisions/actions arising related to Medical Staff Contracts.
Seeks and develops opportunities for research and contributions to the knowledge base arising/developing in Medical Staff Recruitment and Contracts, including provincial and national forums.
- In alignment with IH's Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.
- Performs other related duties as assigned.

Education, Training, and Experience
- A level of education, training and experience equivalent to a Master's Degree in Health Administration or Business Administration
- Seven (7) years of recent related experience in healthcare at a high degree of complexity in an area related to medical practitioners, leadership, relationship building, quality assurance, strategic initiative development and implementation.
