The Ministry of Hospitals and Surgical Health Services is building a more resilient and sustainable acute care system that can support Albertans getting care when and where they need it, while responding to health challenges, improving health outcomes and maintaining fiscal responsibility.
This position resides in the Ministry of Hospitals and Surgical Health Services under the Acute Care Division, within the Emergency Health Services Branch.
Role ResponsibilitiesReporting to the Director, Emergency Health Services (EHS) Policy and Planning Unit, this position provides strategic leadership and direction to ensure business plan goals and objectives are achieved. The Manager applies strategic thinking and results-based methods to lead policy development, legislative initiatives, and standards implementation that support an integrated and high-performing Emergency Health Services system across Alberta.
The Manager, EHS Policy, Standards and Research will:
- Provide strategic leadership and model effective leadership behaviors when engaging internal and external stakeholders.
- Build strong relationships and lead collaborative development of EHS legislation, policy, and service/clinical standards aligned with business plan priorities.
- Oversee implementation and monitoring of standards within the EHS performance framework.
- Collaborate with multiple units and branches (LCU, PPSP, PDST, QPP, ACB) to ensure alignment within an integrated healthcare system.
- Lead and mentor a team of policy analysts, promoting critical thinking, agility, and a results-oriented approach.
- Direct research, analysis, and development of legislation, standards, KPIs, and policy guidelines using jurisdictional scans and data analysis.
- Ensure effective project management for initiatives and strategic policy development.
- Represent EHS interests internally and externally, advocating for a high-functioning EHS system.
- Prepare correspondence, briefing materials, and responses to public and MLA inquiries.
- Provide consulting and technical advice to senior leadership, government officials, and stakeholders.
- Promote proactive issues management and stakeholder engagement to support policy and initiatives.

A university graduation in a field related to the position assignment (Public Administration, Public Policy, Health Administration and Business Administration), supplemented by four years related experience in policy development, legislative processes, and strategic planning.
Related experience or education may be considered as an equivalency on a one for one basis.
Required:
- Understanding of government structure, legislative frameworks, and the application of legislation in the Alberta health care system
- Experience with policy development, briefings, correspondence writing and multi-stakeholder environments
- Related management experience with demonstrated strengths in leadership and policy development.
- In depth knowledge of health system priorities, acute care/EHS including Emergency Medical Services, (EHS) service delivery, and issues within the political and economic environment
- Sound knowledge of health care providers and their roles
- Background related to project management and service/standards, performance measures and reporting.
Asset:
- Clinical health care experience in a regulated health profession such as a paramedic is considered an asset.
