Position Summary
This position performs complex and advanced technical work including but not limited to preparation of technical reports, environmental and wastewater sampling, and data management. Wastewater monitoring is done to ensure bylaw and contractual requirements are being met. The position provides advice, best practice and technical analysis related to the applicable technologies and the delivery of environmental and wastewater programs and projects. This position typically reports to the Coordinator of Environmental Compliance.
Key Duties & Responsibilities
- Initiate, develop, maintain and coordinate datasets related to environmental management, infrastructure planning and field inspections.
- Provide technical analysis and environmental engineering support related to wastewater, water, drainage, solid waste, infrastructure planning, design, , and asset management.
- Review and comment on drawings, specifications, plans and applications to ensure City standards, specifications and relevant environmental requirements are met.
- Conduct field inspections, surveys, environmental surveillance and environmental and wastewater testing as required.
- Supervise and direct staff, consultants and contractors as required.
- Develop and review engineering design, material testing and technology/equipment standards and specifications.
- Research, and assemble information and prepare technical reports.
- Approve requisitions, expenditures and other transactions within the limits of established authority.
- Research, evaluate and provide advice on application of technologies, methods and industry best practice related to environmental services.
- Manage projects, work programs and budgets, including contract administration.
- Represent the branch in meetings with other branch staff, other departments, the public, consultants, contractors, other government agencies, community associations and City advisory committees.
- Tactfully and adequately respond to concerns and inquiries from the general public and other branches and divisions.
- Ensure compliance of personnel, equipment, materials, contractors and consultants at work sites to meet Provincial Occupational Health and Safety Act, The City of Regina Occupational Health and Safety Manual, City of Regina Standard and Emergency Operating Procedures, and legislative and regulatory requirements.
- Perform work as required.
- Prepare environmental applications and renew regulatory as needed to ensure seamless operations.
- Prepare environmental reports for submission to regulators and the administration.
Key Qualifications
- The knowledge abilities and skills are typically obtained through completion of a two-year diploma in Environmental or Water Resources Engineering Technology and a minimum of two years experience in related engineering/technical field. Knowledge of and demonstrated ability to apply environmental engineering practices, principals, theories, computations, analysis and statistics.
- Knowledge and demonstrated ability with sampling and monitoring programs and laboratory/facility and field-testing procedures.
- Knowledge of effective supervision and leadership of staff.
- Knowledge of applicable regulatory legislation.
- Knowledge of planning and budgeting principles.
- Ability to review technical documents and understand recommendations.
- Ability to oversee and direct work of others.
- Skill to work independently and prioritize tasks and projects.
- Intermediate skills to create tables and forms, create formulas, create queries and reports, modify and customize charts and tables, use pivot tables and cross tab queries, and import/export data from various sources and formats using software such as in the Microsoft Suite of Professional Office Software (Excel, Word, PowerPoint and Access)
- Ability to establish and maintain effective working relations and a respectful work environment with superiors, subordinates, co-workers and the general public.
Working/Other Conditions
- Must possess a valid Class 5 Driver's License and have a vehicle available for work usage (a travel allowance is provided). Experience driving a half ton truck would be beneficial.
- Will be required to work from variable bases of operation. (i.e. Landfill, Water Supply and/or other designated bases.)
- Must be able and willing to perform work of a physical nature in all types of plant, field environments and inclement conditions.
- Willing to periodically work irregular hours (standby or overtime pay provided as needed)

- Proof of education is required.
