Program Management Consultant WHSS

The Program Management Consultant provides advice and expertise to the WHSS Management Team in the development, implementation, monitoring and evaluation of a Health and Safety program design/redesign by; preparing and assisting with the facilitation of brainstorming sessions including providing draft concept models to help progress program development thinking, drafting evaluation and stakeholder consultation plans and identifying potential change management impacts related to people, processes and technology.

The Program Management Consultant will act as the WSIB's central point of contact with the Ontario health and safety system including the Ministry of Labour (MoL) and Health and Safety Associations (HSAs). Actively be involved as part of a project team in system-wide committees to develop and implement health and safety system initiatives for Ontario employers, making workplaces safer, while ensuring integration with MoL priorities, WHSS health and safety programs and WSIB's strategic direction.

Collaborate with the Communications Health and Safety Business Partner to develop of marketing plans, marketing tactics/approaches and evaluation of marketing opportunities to increase awareness and participation in WSIB health and safety programs (i.e. Small Business, Safety Groups, Workwell).

Key Accountabilities and Responsibilities:

1. Provide advice, expertise and support on program design/redesign, implementation, monitoring and evaluation;

2. preparing and assisting with program development brainstorming sessions by;

3. providing advice and framework for planning sessions
4. assisting to lead/facilitate concept development
5. creating draft concept models for discussion
6. summarizing meeting notes and action points
7. drafting project plans with activities, milestones and timelines; drafting program plans outlining methods/approaches, systems to capture results, critical success factors; draft evaluation tools
8. identifying preliminary/potential change management impacts related to people, processes and systems
9. determine potential policy and legislative impacts to program design/redesign
10. creating tracking tools, tracking, monitoring and reporting on program development progress
11. highlighting issues/barriers to program development and providing recommendations for resolution

12. conducting best practice (and jurisdictional scans) research and summarizing in a report for Manager review

13. Proactively liaise with the Ministry of Labour and Health and Safety Association management staff to ensure an integration between WSIB health and safety programs and health and safety system priorities by;

14. actively participating as the WSIB representative on health and safety system committees led by the MoL and HSAs designed to address system priority issues (e.g. occupational disease, mental health) and develop and implement responsive plans

15. providing subject matter expertise on WSIB health and safety programs, related policies and WSIA to inform project development work
16. developing and maintain strong relationships with health and safety system partners to achieve positive business outcomes
17. responding to and managing common issues

18. identifying potential political 'red flags" and reporting to Manager

19. Engage WHSS management team and divisional staff to support program development alignment to MoL strategic priorities and the WSIB strategic direction by;

20. providing regular updates to WHSS management on outcomes of system priority meetings

21. meeting regularly with WSIB health and safety program management and staff to stay current on program requirements, standards and administration
22. identifying and recommending health and safety system strategic priorities (elements) that can be incorporated into WHSS programs and services

23. gathering program business requirements to populate marketing plans and campaigns to increase program awareness and participation

24. Collaborate with Communications Health and Safety Business Partner to identify, implement and evaluate WSIB health and safety program marketing plans and tactics, implementation approaches and evaluation methods to increase program awareness and participation by;

25. capturing program business requirements

26. researching and reporting back on "best practices" to engage small business and industry sector employers
27. identifying maximum and a variety of channels to distribute key messages and inform campaigns
28. developing key messages and creating a value proposition for employers to participate
29. advising on program design/redesign activities and progress
30. identify opportunities to establish and leverage partnerships to increase awareness
31. contributing to the development and implementation of marketing materials and campaigns
32. assisting to evaluate program(s) marketing effectiveness by capturing and reporting on results of customer satisfaction surveys, program participation numbers, determining how employers found out about the programs etc.

Job Requirements:

1) Education (Level and Specialty / Discipline):

• Post secondary degree from a recognized University with a specialty in business administration, public administration or social/health sciences

2) Experience (Years of Related Experience and Type of Experience):

• 5-7 years experience in program development and/or project management
• 5 years minimum experience in stakeholder engagement
• 2 years minimum in program marketing or promotion
• Demonstrated political acumen and relationship building
• Ability to manage multiple projects and deadlines
• Excellent verbal and written communication skills
• Proficient computer skills, including Microsoft Word, Excel, PowerPoint, Outlook
• Driver's license

3) Technical or Professional Qualifications or Certifications/Designations:

• Program Management certification is an asset
• Health and safety and/or disability management professional designation is an asset
• Project Management Professional is an asset
