Housing Inspector

Under the direction of the Housing Inspection Supervisors, the housing inspector performs skilled inspections enforcing compliance of all electrical, plumbing, and building requirements of the City of Winnipeg Electrical By-law, Winnipeg Building By-law and applicable Codes and standards related to the construction or alteration of one- and two-family dwellings, including row housing, and accessory structures.
As the Housing Inspector, you will:
- Inspect, test and report on the erection, construction, repair and alteration of buildings and the construction, repair, alteration and extension of electrical and plumbing installations, to ensure compliance with applicable by-laws, codes, regulations, standards and approved plans.
- Respond to complaints, service requests, reports of unsafe conditions, and other inspection requests.
- Ongoing training and development.
Your education and qualifications include:
Red Seal Carpenter, Plumber or Electrician or CET designation in Civil Technology (Structural) in good standing with CTTAM. Equivalent combination of education, training and experience may be considered.
Possession of a Certified Building Code Official (CBCO) designation is preferred. Candidates who do not currently hold this certification will be able to obtain it within 36 months of hire.
Must have a minimum of five (5) years' trade specific residential housing construction/structural design experience with demonstrated knowledge of building, electrical, and plumbing materials, as well as methods of construction and installation practices related to residential standards.
Knowledge of the Winnipeg Building By-law, the Manitoba Building Code, the Manitoba Plumbing Code, the Winnipeg Electrical By-law and related standards.
Knowledge of building, electrical, and plumbing materials, as well as methods of construction and installation practices related to residential construction.
Ability to interpret by-laws, codes and standards and convey this information to others associated with the scope of work.
Ability to read building plans and specifications.
Ability to communicate effectively verbally with customers, professionals, and peers.
Ability to communicate effectively in writing, including the ability to prepare concise and accurate reports and correspondence.
Strong problem solving and decision-making skills.
Strong conflict resolution and de-escalation skills.
Strong organizational skills with the ability to multi-task and work in a deadline driven environment.
Strong interpersonal skills with an ability to establish and maintain effective working relationships with staff, internal and external stakeholders.
Proficient in the use of software including Word, Excel, Teams, Outlook, etc.
Ability to use and maintain technology (personal computer, tablet, smartphone)
IMPORTANT: Applicants who have been educated outside of Canada must have education which is comparable to the minimum qualification in Canada. Applicants submitting foreign credentials require an official academic assessment report issued by a recognized Canadian assessment service at application.
Conditions of employment:
The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
A Police Information Check satisfactory to the employer will be required from the successful candidate, at their expense.
Must possess and maintain a valid Class 5 Manitoba Driver's License. The successful applicant will be required to provide a driver's notice in force document upon request.
Must be physically capable of performing the duties and responsibilities of the position including climbing ladders, crawling, crouching, working in confined spaces, depth perception/night vision, reaching (either or both arms), pulling, hearing, pushing, use of feet (for controls) lifting weights up to 20 lbs and working in extreme temperatures.
The successful applicant is required to provide a vehicle for transportation while on City business, subject to the terms and conditions of the City Transportation Policy.
