The City of Victoria is seeking a motivated and detail-oriented Utilities Planning Technologist to support the planning, delivery and essential review of water, sanitary sewer, and stormwater systems across our city.  As a member of our Underground Utilities team in our Engineering and Public Works Department, you will play a key role in reviewing design drawings and conducting investigations related to the rehabilitation, replacement, or new construction of municipal infrastructure in the City of Victoria.

WORK FROM HOME

The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City's Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction. 

FLEX

The successful candidate for this vacancy would participate in a modified work week, earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.

POSITION FUNCTION

Perform planning, research, financial and permit review functions relating to underground utilities infrastructure. Conduct cross-connection control functions to minimize the potential of water distribution system contamination within all the civic facilities. 

KEY DUTIES

Conduct system investigations and analyses for municipal underground infrastructure; interpret data from engineering computer models; prepare concept designs and cost estimates for construction projects; develop medium and long term capital work plans that are generated from the Water, Sewer and Storm Master Plans; make recommendations on new, replacement or rehabilitation strategies.  Coordinate and integrate underground utility work and projects with the work and projects of other sections. 

Administer contracts and manage projects of annual and long-term duration; define specifications; produce tender documents and drawings; participate in project meetings; conduct and report inspections and testing; monitor project costs; act as contract administrator. 

Compile and analyze budget data and prepare within divisional guidelines the annual Underground Utilities budget for departmental review; review and make recommendation for adjustments to the Underground Fee Schedule; provide advice and guidance to division supervisors relating to budgetary items and grant applications.

Review all underground utilities related permits and applications for the city of Victoria and water servicing applications for the township of Esquimalt. Prepare preliminary engineering recommendations and coordinate with other departments to provide underground services; review and approve utility and construction permit applications and engineering designs to ensure conformity to city standards and specifications; provide technical advice and interpretation to applicants, contractors and professional consultants on design submissions and required changes; determine scope of required works and prepare estimates.

Conduct cross-connection control program for civic facilities.  Determine and implement remedial and enforcement procedures using established guidelines and applicable bylaws; develop and make recommendations on policies and bylaws; conduct site inspections of all municipal owned facilities, notify of non-compliance and resolve through voluntary compliance or initiate corrective action.  Liaise with regional district on cross-connection control issues and provide data on civic facilities.   

Respond to enquiries and complaints from the public, liaise with other departments and outside agencies regarding municipal services; investigate damage or accident claims and make recommendations; represent the division regarding technical issues at various departmental and interagency meetings; participate in public meetings as required; compose correspondence as required.

Provide direction to approximately one assistant; ensure schedules, performance and safety standards are met; provide employee training and input to employee performance appraisals. 

Perform related duties where qualified.

INDEPENDENCE

Work is performed according to annual work plans and capital plans, is generated through permit applications or is assigned by supervisor.

Work is reviewed through statistical and progress reports and meetings with supervisor.

Issues such as specialized planning and major expenditures are discussed with supervisor.

KEY SKILLS AND ABILITIES

Organize and prioritize work.

Understand and apply the principles of civil engineering construction, planning and cross-connection control procedures and regulations.

Understand and apply the techniques of financial analysis.

Understand and apply the principles of contract administration and project management.

Advanced level operation of current City spreadsheet, financial and engineering software.

Read and interpret engineering drawings, standards and codes.

Maintain accurate records.

Establish and maintain effective working relationships.

Deal effectively with the public and outside agencies.

Work safely on job sites. 

QUALIFICATIONS

Formal Education, Training and Occupational Certification:

Technical School Diploma in Civil/Structural Engineering Technology. (2 years)

Registration or ability to register as Applied Science Technologist (A.SC.T.) with Applied Science Technologist and Technicians of BC (ASTTBC). 

Cross-connection control certification (Tester's level). (40 hours)

Cross-connection control survey specialist certificate. (40 hours)

Current and valid Class 5 B.C. Driver's Licence.

Experience:

4 years of related experience including contract administration and project management.

or an equivalent combination of education and experience.

OTHER:
