These positions work in Yosemite National Park performing traffic management duties in support of the park wide operations of the Division of Resource and Visitor Protection, law enforcement office. The purpose of the position is to mitigate and manage traffic congestion, facilitate visitor traffic flow around emergency scenes, control parking and provide information to visitors as necessary.

Duties:

  • Monitors vehicular traffic levels against pedestrian traffic and controls intersections with regards to safety and the smooth flow of vehicles. This includes vehicular and pedestrian direction and/or management on foot, bicycle or government vehicle in and around intersections and parking lots.
  • Monitors parking lots, directs buses, and motor homes to appropriate parking stalls, closes parking lots when full.
  • Explains regulations to park visitors and provides information and advice on park activities and cultural, historical and/or natural resources identification and protection.
  • Drives government vehicles on park roads and/or state and federal highways including outlying areas of the park. This activity includes supporting convoy operations of commercial vehicles, visitors and/or employees through construction areas or other hazardous conditions as directed.
  • Provides traffic control in and around emergency scenes as directed by park law enforcement personnel. This may include helicopter landing areas, search and rescue operations, fire zones and park closures as assigned.
  • Reports to supervisor or law enforcement dispatchers any public use and/or traffic violations, visitor use problems, or emergencies via radio communications or in person.
  • Performs other duties as assigned.

Yosemite National Park, California, known worldwide for its spectacular natural beauty is the backdrop for this position. Sitting astride the Sierra Nevada Mountains, the park covers 1,182 square miles of varied wilderness ecosystems, from river valleys to alpine meadows to lofty 13,000-foot-high peaks. Yosemite Valley is located 208 miles from San Francisco, 81 miles from Merced, and 94 miles from Fresno. Shopping, medical, postal and laundry services are available in the park. Elevation at the Valley floor is approximately 4,000 feet and 2,200 feet in El Portal. The park is open year-round with the majority of activities occurring during the busy season March through October.

Physical Demands:
The work demands long periods of standing at a fixed post and/or walking on paved or uneven dirt surfaces. The employee may be exposed to extreme weather conditions, dust, flying debris requiring sureness of balance and knowledge of personal protective equipment. Employee must be able to maintain concentration and situational awareness during stressful situations and while working at full effort to several uninterrupted hours at a time. The employee may, dependent on assignment, circumstances and/or situation be required to perform these duties for long periods of time without rest of relief. Employee must be able to lift traffic control devices weighing up to 25 pounds.

Working Conditions:
The work is exclusively on dirt, gravel or pavement during the spring and summer seasons. The ambient temperature during these periods ranges from 50 to 110-degree Fahrenheit, with some variations dependent on the elevation of the assignment. Work assignment elevation ranges from below 4,000 feet to over 10,000 feet. Work is primarily on foot in roadways and parking lots, sidewalks, trails with some work accomplished on bicycle or while operating a government vehicle.

  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, and shift work.
  • You will be required to lift loads of up to 25 pounds.
  • Travel, transportation & relocation expenses will not be paid. Relocation expenses will be the employee's responsibility.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume
MUST
clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-04 grade level, you must possess at least one of the following minimum qualifications:

EXPERIENCE:
At least one full year of general experience comparable in scope and responsibility to the GS-03 grade level in the Federal service (obtained in either the public or private sectors) performing progressively responsible clerical, office or other work which has given me the ability to acquire the knowledge, skills and abilities to perform the duties of a Traffic Control Aid. General experience includes greeting the public, disseminating information, and providing directions. You must include hours per week worked.

EDUCATION:
Successful completion of two years of education above high school (60 semester hours or 90 quarter hours) in any field for which high school graduation or the equivalent is the normal prerequisite. This education was obtained in an accredited business, secretarial or technical school, junior college, college, or university.

COMBINATION:
Successful completion of an equivalent combination of education and experience. For example, 6 months of the general experience described in A (50% of the experience requirement), and 1 year of college study from an accredited institution (50% of the qualifying education) as specified in B, equals 100% of the total requirement.

Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR [b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.
