Under the general direction of the Assistant Vice-President (AVP), University Planning, the Managing Director, University Planning provides leadership, managerial oversight and administrative support to the office. The incumbent is responsible for aspects of capital project planning, and campus planning for various projects on the St. George, Scarborough (UTSC) and Mississauga (UTM) campuses of the University of Toronto and provides leadership and managerial oversight on all aspects of institutional planning and development of capital projects on the three campuses. The incumbent oversees University Planning project intake of projects, manages portfolio project allocation and provides senior leadership expertise in areas of land use planning and urban design, building programming and site development.
The incumbent oversees planning capital projects over $10 million on the UTM and UTSC campuses, and under $10 million, including renovations, additions and restoration projects on the St. George campus. The incumbent oversees the planning of complex tri-campus projects in the general range of $10 million to $150 million and over, including projects involving real estate partnerships and complex delivery methods (e.g., Design Build, IPD).
The incumbent plays a key role in the implementation of capital projects and conducts research related to capital planning. The incumbent is responsible for institutional analysis critical to capital and campus planning for the three campuses of the University. Primary responsibilities include working with unit heads to identify impacts on their operations related to new or planned initiatives, programs and buildings, and helping manage those impacts. The Managing Director is integral to capital project delivery through the design and project implementation phases, including municipal and governance approvals, working closely with the Operations & Real Estate Partnerships department, University Planning, Design and Construction, Principals, Deans, CAOs, Project Planning and Implementation Committees, Senior Administration, Consultants and Legal Counsel. The incumbent provides support to the AVP with respect to long- term strategic planning, specifically related to new capital projects, key negotiations with various stakeholders and will assist the AVP with special projects.
Essential Qualifications:
EDUCATION:
University degree in architecture, planning or engineering or an equivalent combination of education and experience. A professional Architect (OAA) or Engineering designation is required.
EXPERIENCE:
Minimum ten years of increasing senior management role responsible for physical and capital planning in a large, complex, decentralized institution or organization or equivalent. Experience in full arc of project delivery, with significant demonstrated knowledge of pre-development phase, on various large scale developments (mixed-use, infrastructure/landscape, residential and academic projects). Experience in delivery of capital projects with development partners an asset. Experience and in-depth knowledge and understanding of Ontario Building Codes, University design standards and Ontario Architect Association standards. Experience with and understanding of sustainable building practices including Ashrae, LEED certification for buildings etc. is required. Experience in managing and overseeing budget and financial forecasts for large projects. Experience in developing and gathering statistical and facilities analysis.
Experience in strategic planning with an emphasis on planning for capital projects for academic and research purposes, space and technology related projects. Experience working with senior level management, external stakeholders, and partners. Experience and demonstrated ability to persuade and gain consensus and to frame solutions that are consistent with University academic and budgetary goals and priorities. Experience and proven results in higher education, not-for-profit, or government sectors and with related policy, procedures and governance. Experience in leading and managing staff (e.g. unionized and non-unionized).
