Summary
Reporting directly to the Vice President, the Municipal Division Manager is a key leader responsible for driving business performance and growth across multiple regions within N.P.A. This role ensures operational efficiency, financial success, and strategic development. The Municipal Division Manager will design and implement business strategies, oversee regional operations, and coordinate critical functions including estimating, production, pricing, sales, risk management, resource allocation, and employee management.

Main Responsibilities

Leadership and Management

  • Provide strategic leadership and foster a culture of high performance and continuous improvement.
  • Oversee reigonal operations to ensure efficiency, compliance, and achievement of company objectives.
  • Develop and implement business strategies to improve processes and drive growth.
  • Manage workforce planning, recruitment, training, and development.
  • Collaborate with senior management and cross-functional teams to streamline operations and meet strategic goals.
  • Maintain strong relationships with internal teams and external stakeholders, ensuring project progress and safety compliance.
  • Uphold and apply the principles of the company's Code of Ethics in all decisions.
  • Perform other duties as required to support divisional success.

Operational Oversight

  • Manage day-to-day operations, including project planning, scheduling, and execution.
  • Coordinate with Division Managers to ensure timely project completion.
  • Provide on-site support and resolve issues related to scheduling, quality, equipment, safety, and labor.
  • Monitor and update project schedules, safety standards, and quality control measures.
  • Perform other operational duties as required to maintain efficiency and compliance.

Financial Reporting and Cost Control

  • Develop and manage budgets, forecasts, and financial plans to meet company objectives.
  • Monitor financial performance, control costs, and identify efficiency improvements.
  • Ensure accurate billing, invoicing, collections, and timely submission of financial documents.
  • Track project costs and reigonal performance against budgets, making adjustments as needed.
  • Negotiate pricing with suppliers and subcontractors to optimize costs.
  • Review financial reports and use accounting tools to monitor margins, production, and overheads.
  • Ensure compliance with legal and contractual requirements.

Staffing and Employee Relations

  • Provide compensation recommendations and support employee development.
  • Address employee concerns and ensure compliance with legislation and company policies.
  • Collaborate with HR on issues related to benefits, training, terminations, and investigations.
  • Foster open communication and a positive work environment.

Business Develeopment

  • Maintain market awareness and secure a competitive position in bidding.
  • Track market trends, competitor activity, and growth opportunities.
  • Build and maintain relationships with clients, suppliers, and stakeholders.
  • Represent the company at industry events, meetings, and associations.

Qualifications

  • Degree or diploma in Engineering, Business/Finance related discipline.
  • CET, P.Eng or MBA designations are considered strong assets
  • Minimum 5 years expereince in construction operations management within the road construction industry.
  • 5+ years experience in Estimating and Project Management
  • 10 years experience in a management capacity
