Reporting to the Assistant Deputy Minister, Employment and Labour Market Development, this position is responsible for the overall planning, operations, and management of the Employment and Training Programs Division. The incumbent is responsible for providing technical, policy and operations advice on all aspects of employment and training-related policies, programs and services; and responsible for leading the development and implementation of a comprehensive suite of employment and training services that supports individuals, employers, post-secondary education and training institutions, and community partners in the development of a trained workforce to meet current and future labour market demands of the economy. The incumbent ensures the effective integration of policy and program development throughout the department's network of employment centers; and provides strategic direction, guidance and wide-ranging support with respect to the regional delivery of services to individual, employer, and community-based clients throughout the province. The incumbent leads in the establishment of the strategic goals and objectives of the division; directs and leads divisional staff; develops and sustains strong internal and external relationships to enhance administration of employment and training programs; leads negotiations and intergovernmental collaboration on critical federal-provincial labour market, and employment and training agreements and issues; and represents the department on various inter and intra-departmental committees and working groups.
Screening Criteria
- Completion of a degree in Economics or Business (equivalencies will be considered).
- Experience in policy, program and strategic planning.
- Experience in managing resources (human resources, financial resources and information management)
- Experience in developing and maintaining collaborative relations with external groups
- Experience in delivering, or developing labour market programs (asset)
