The Opportunity

The Water Operations Branch is a branch within the Infrastructure Department. The branch's key responsibilities include the operation and maintenance of the City's environmental infrastructure and systems including water supply, treatment, and distribution systems. This includes the repair and maintenance of drinking water treatment systems, water mains, valves, hydrants, residential main shut off valves, and water meters for service billing. Responsibilities also include the inspection of water mains and services; the installation of Industrial, Commercial, and Institutional water services and meters, new home meters and hydrant metered gate valves; the Backflow Prevention Program; the resolution of water quality or water pressure issues or complaints; the maintenance of City standard drawing details for water specifications; and the prevention of infrastructure damage through the locating services for all of the City of Barrie's buried infrastructure in accordance with "One Call" legislation.

The Senior Water Works Operator assists in the daily operational and maintenance activities of the Class IV Water Distribution and Supply Subsystem to ensure the delivery of a continuous supply of potable drinking water to the residents and visitors of the City of Barrie. Specifically, this position inspects, repairs, installs, maintains, and troubleshoots mechanical equipment and treatment systems, as well as monitors, controls and responds to alarms using a Supervisory Control and Data Acquisition (SCADA) system. Additionally, this position acts as the Operator In Charge (OIC) and Overall Responsible Operator (ORO) on a rotational basis. The Senior Water Works Operator performs regulatory tasks such as water sampling and testing, and reviews records to ensure data collection and drinking water system operations and maintenance are compliant with drinking water acts and regulations, the Occupational Health and Safety Act, branch and corporate policies and procedures, and the Drinking Water Quality Management Standard (DWQMS). Overall, this position is responsible for protecting the municipal drinking water system from contamination. This is a critical function in ensuring the safety of the potable water supply to the City of Barrie residents and visitors.

Education (degree/diploma/certifications)

  • Two (2) year College Diploma in Mechanical Engineering Technician, Electrical Engineering, Environmental Engineering Technology or a related discipline
  • Class IV Certificate in Water Distribution and Supply and/or Class IV Certificate in Water Treatment from the Ministry of the Environment, Conservation and Parks (MECP)
  • Eligibility for and willingness to obtain Gas Chlorination Certificate within three (3) months of hire

Experience

  • Five (5) years of operating and maintenance experience in a Class IV Water Distribution and Supply Subsystem including:
  • Two (2) years experience as an Operator-in Charge (OIC)

  • Thorough knowledge of requirements under the Electrical Safety Authority (ESA) as they relate to a Class IV Water Distribution and Supply Subsystem
  • Demonstrated ability to:

  • interpret and apply policies and procedures, and use reason and judgment to develop conclusions or solutions to problems

  • Intermediate organizational, record-keeping, verbal and written communication skills
  • Intermediate computer literacy utilizing Microsoft Office (Excel, Outlook, PowerPoint, Word), Internet, SCADA (iFIX), and Computerized Maintenance Management Systems (CMMS)
  • Availability to work outside of scheduled work hours to perform standby, overtime, or emergency response duties

Conditions of Employment

Other Important Information

Location: Surface Water Treatment Plant, 20 Royal Parkside Drive, Barrie, Ontario

Hours: The normal hours of work are 40 hours per week in accordance with the Collective Agreement

Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2025 pay range:

  • Pay Level: Level 8
  • Yearly Salary: $84,676.80 to $101,504.00
  • Hourly Pay Rate: $40.71 to $48.80
