The Construction Association of New Brunswick (CANB) represents the province's Industrial, Commercial, and Institutional (ICI) construction sector — a cornerstone of New Brunswick's economy employing over 30,000 people and contributing billions annually to the provincial GDP. Working in close partnership with three regional associations, CANB advocates for modern, fair, and sustainable construction policies that strengthen competitiveness, drive innovation, and build public trust in the industry.

Position Summary

The Immigration Consultant will play a pivotal role in helping New Brunswick's construction industry address critical labour shortages by facilitating access to skilled international talent. Reporting to the Chief Executive Officer, the consultant will provide expert guidance to employers navigating federal and provincial immigration pathways, ensure compliance with all regulatory requirements, and support the successful integration of newcomers into the construction workforce.

This position combines strategic advisory work with hands-on case management, offering both direct client support and sector-wide capacity building. The Immigration Consultant will contribute to the implementation of CANB's Employer Immigration Roadmap and work collaboratively with government, training institutions, and community partners to strengthen the province's long-term construction labour pipeline.

Over time, this role is expected to evolve into a province-wide immigration advisory and service model hosted by CANB — designed to provide standardized, cost-recovered immigration support to construction employers across New Brunswick.

Key Responsibilities

  • Provide expert immigration guidance to construction employers and clients on all program pathways and documentation requirements.
  • Prepare and review application packages for LMIA, IMP, NBPNP, and permanent residence categories.
  • Monitor changes to immigration and labour mobility policies, ensuring CANB and member compliance.
  • Support employers in resolving complex immigration challenges and developing workforce strategies.
  • Develop and maintain standardized policies, templates, and checklists for employers and industry partners.
  • Implement and manage CANB's Employer Immigration Roadmap and related digital tools.
  • Collaborate with federal, provincial, and community partners — including CANB regional associations, the NB Multicultural Council, Skilled Trades NB, Working NB, and Immigration NB — to strengthen integration and retention outcomes.

Key Deliverables

Deliverables are expected within the first two years, with specific timelines to be set in consultation with the ED based on organizational priorities.

  • Establish and launch a CANB-hosted Immigration Advisory Service with standardized intake and referral systems.
  • Implement and maintain the Digital Employer Immigration Roadmap as a trusted, province-wide employer resource.
  • Provide case support for member firms pursuing LMIA, IMP, NBPNP, and PR pathways.
  • Develop practical employer resources — policies, checklists, and guidance documents — aligned with federal and provincial requirements.
  • Track and report immigration outcomes and trends to inform CANB advocacy and workforce planning.
  • Deliver quarterly briefings to the ED and CANB Board on engagement metrics and program performance.
  • Lay the foundation for a sustainable, cost-recovered immigration support model for New Brunswick's construction industry.

Essential Qualifications

  • Active status as a Regulated Canadian Immigration Consultant (RCIC) in good standing with the College of Immigration and Citizenship Consultants (CICC).
  • Post-secondary degree or certificate in Human Resources, Business Administration, Immigration Law, or a related field, or an equivalent combination of education and experience.
  • Minimum three (3) years of proven experience providing immigration consulting services in Canada, ideally within a construction-focused immigration context, familiarity with New Brunswick's immigration system is a strong asset.
  • Strong written and verbal communication skills; fluency in English required. Written and spoken competence in French would be considered a strong asset. Proficiency in additional languages is also considered an asset. Please state your language capability.

Qualifications and Competencies

  • Demonstrated knowledge of provincial and federal immigration frameworks, including temporary foreign worker and permanent residence programs.
  • Experience advising employers on compliance and best practices for hiring and supporting foreign nationals.
  • Experience with foreign credential recognition processes and challenges is considered an asset.
  • Ability to manage confidential information with discretion and professionalism.
  • Excellent organizational and time-management skills, with the ability to manage multiple cases independently.
  • Familiarity with immigration case management or client tracking software considered an asset.
  • Communication Excellence: Exceptional written, verbal, and presentation skills, including experience preparing briefing materials, policy submissions, and public presentations for CANB members and government officials.
  • Leadership and Accountability: Demonstrates initiative, professionalism, and a high degree of personal accountability for achieving results.
  • Construction Sector and Governance Insight: Experience working within a not-for-profit or board-governed organization is considered a strong asset. Direct experience supporting construction employers will be viewed as a leading qualification.

  • Licensing & Mobility: A valid Class 5 driver's licence and reliable transportation are required to fulfil travel obligations across the province.
  • Travel: Regular travel within New Brunswick is expected to support employer engagement, industry events, and partnership meetings. Travel outside of, and within Canada may be required.
  • Work Schedule Flexibility: While this role primarily operates during standard business hours, occasional evenings and weekends may be required to meet operational and stakeholder needs.
