Job Description

Senior Managers
lead the strategic and operational planning, development, implementation and evaluation of public education programs on behalf of Parliament. They manage teams that deliver onsite interpretation (tours), events, retail and other front-line client services and/or educational and interpretive products, digital and multimedia resources, publications, outreach initiatives and pedagogical programs. The Library's public education programs are designed to meet the evolving needs of parliamentarians and their staff, teachers and students, visitors to Parliament and the general public.

The incumbent performs the following duties:


• Lead and support teams by setting goals, providing feedback, and fostering a healthy, inclusive and collaborative workplace culture.


• Lead the strategic planning, development, implementation and evaluation of programs and services that promote public access to and understanding of Canadian parliamentary democracy, including visitor services, educational programs and/or public outreach.


• Develop and oversee program policies, standards and procedures to maximize the quality, consistency, alignment and effectiveness of public education programs, in keeping with the mandate of the Library.


• Manage financial resources by developing, monitoring and approving program budgets to ensure levels of investments support high-quality programs and resources.


• Oversee program communications by working in close collaboration with colleagues across the Library and partner institutions and by preparing briefings, correspondence and reports to senior management and stakeholders.

Qualifications

Education:


• Successful completion of post-secondary education relevant to the duties of the position OR an acceptable combination of education, training and experience.

Experience:



Significant experience*
in the strategic planning, development, implementation, operation and evaluation of educational programs and resources, public outreach initiatives and/or visitor services;



Significant experience*
in human resources planning and management, including recruitment, training and performance evaluation of employees;



Significant experience*
in financial planning, including the development, oversight and management of program and project budgets;



Significant experience*
in project management within public education and visitor services, including establishing and oversight of project budgets, timelines and deliverables;



Significant experience*
preparing procurement documentation and managing the work of external contractors;


• Experience developing, establishing and overseeing front-line visitor services and programs and/or educational and outreach programs;


• Experience developing and maintaining partner and stakeholder relations in a complex or sensitive environment;


• Experience drafting planning documents, reports and/or briefing materials for partners and senior stakeholders.

*Significant experience
means two or more years of experience carrying out the required functions.

Knowledge:


• Knowledge of public programming strategies, including client and visitor services, heritage interpretation, educational resource development, promotional strategies and/or retail practices;


• Knowledge of effective management and leadership techniques;


• Knowledge of project management methodologies, processes and practices;


• Knowledge of Canadian and parliamentary history, Canada's system of government, parliamentary institutions and processes and the roles and responsibilities of parliamentarians;


• Knowledge of heritage interpretation and visitor experience theories, methodologies, procedures and practices.

Asset Criteria:

• Knowledge of Gender-Based Analysis Plus and its applications for public education programs.

Operational Requirements:

While this position is eligible for part-time telework (subject to operational requirements), a regular onsite presence is required at Library of Parliament workplaces located in the National Capital Region.
