The Leader, Operational Planning is responsible for strategic and operational planning for the activation of major infrastructure within the Operational Services Department. This role ensures the seamless integration of new infrastructure and service adjustments across Operational Services Department, including transit, roads, parks, fleet and utilities. Accountabilities include coordinating the transition of new assets into service, adjusting city operations (e.g., bus schedules) to align with new infrastructure such as new Light Rail Transit (LRT) lines, and preparing for the transfer of assets from third parties into Operational Services. The role plays a critical part in ensuring operational readiness, minimizing service disruptions, and aligning infrastructure transition to O&M with city-wide strategic goals. Key Responsibilities include:

  • Lead planning and execution of complimenting service activation for major infrastructure projects. For mega LRT projects like Green Line, this role will oversee the service planning of transit network to incorporate Green Line into service.
  • Coordinate cross-departmental efforts to integrate new infrastructure into existing operational systems.
  • Plan and implement transit service adjustments to support new infrastructure (e.g., LRT openings).
  • Develop and manage asset transition plans, including readiness assessments and commissioning protocols.
  • Monitor and evaluate operational impacts using data analytics and performance metrics.
  • Ensure alignment with strategic objectives, regulatory requirements, and budgetary constraints.
  • Lead planning and engineering efforts to integrate new infrastructure projects (e.g., LRT lines, roadways, utilities) into existing operations.
  • Collaborate with engineering, transit, and asset management teams to assess operational impacts and develop mitigation strategies.
  • Analyze and plan bus service changes to accommodate new LRT lines (Green Line) and other transit infrastructure.
  • Coordinate with transit scheduling and operations teams to ensure timely and effective service transitions.
  • Utilize data analytics, modeling, and forecasting tools to support planning decisions.
  • Monitor performance metrics and adjust plans as needed to optimize service outcomes.
  • Lead and direct a team focused on Green Line Service Planning, both for southeast segment and downtown segments.
  • Lead and direct teams focused on asset integration into Operational Services.
  • Technical oversight into design developments, design reviews and development of technical and operating standards and practices.
  • Plan and implement transit service adjustments to support new infrastructure (e.g., LRT openings).
  • Develop and manage asset transition plans, including readiness assessments and commissioning protocols.
  • Facilitate cross-functional collaboration to ensure integrated service delivery.

Qualifications

  • Degree in Civil Engineering, operational planning, transit planning, Public Administration, or a related field.
  • At least 7 years of experience in public works, infrastructure planning, or transit operations.
  • Ability to analyze and interpret data using tools such as GIS, Excel, Power BI, and forecasting models.
  • Familiarity with municipal regulations, environmental assessments, and public service standards.
  • Proven leadership in cross-departmental project coordination and service planning.
  • Strong analytical and partner engagement skills.
  • Exceptional communication skills to translate technical plans into clear, actionable strategies.
  • Strong relationship-building and collaboration abilities across departments and external partners.
