Duties/Responsibilities

  • Researches, plans, monitors, promotes and implements Region-wide water efficiency programs for residential, institutional, commercial, industrial, and educational sectors.
  • Liaises regularly with the public, businesses, and institutions regarding programs, outdoor water use bylaws, and water-efficiency initiatives.
  • Issues verbal and written warnings regarding bylaw infractions. Monitors and reports program participation levels and bylaw enforcement details using database and GIS software. Appears in court, as required, as a witness to bylaw infractions.
  • Conducts market research and implements public communications in person and through a variety of channels. Responds to enquiries from residential homeowners, landlords, other municipalities, retailers, and manufacturers about water efficiency incentive programs.
  • Works with customers to resolve problems arising from program implementation.
  • Responds to program inquiries and directly supports technical programs. Conducts water use reviews, audits and consultations, as required.
  • Conducts site visits, requiring bending, stooping, standing, climbing stairs, and lifting.
  • Takes precautions to mitigate risks associated with adverse weather and site conditions, noise, dust, cold, wet, odours, second hand smoke, airborne pollutants, and noxious environments.
  • Work is subject to frequent travel. Works shifts as required to assist with outdoor water use bylaw enforcement and Water Wagon.
  • Performs related duties as assigned.

Knowledge, Skills, and Abilities

  • Knowledge of water resources management, acquired through enrolment in a related post-secondary program (e.g., Science, Engineering, Environmental Studies, Business Administration, Planning).
  • Organizational and planning skills to schedule and distribute appointments; coordinate activities in the field; work independently in a team environment; and adapt to changing priorities.
  • Ability and initiative to research new technologies.
  • Communication and human relations skills to explain or clarify program information and guidelines to the public (in person, phone); provide information at home shows, information booths/events, schools, and in-person regarding water efficiency programs and technology; and participate as an effective team member.
  • Computer skills using software such as Microsoft Office, database, and GIS programs.
  • Ability to write/draft reports, correspondence; and to document investigative details regarding bylaw enforcement.
  • Must have a valid G driver's license (or G2 with 3 years of driving experience) and acceptable driving record to operate corporate vehicles.
  • Ability to travel within Waterloo Region.
  • Ability to support and demonstrate the Region's values.

Additional Knowledge, Skills, and Abilities

To be considered for employment as a student, a person must be: registered as a full-time secondary or post-secondary student in an accredited institution, or currently recognized as having full-time status by the academic institution but applying for a school vacation, practicum or work term, or returning to full-time studies in the next academic term. Students who are in their final year of academic study and who are not intending to return to full-time studies are eligible for student employment up until the time they convocate. Students participating in education and retraining programs at the post- secondary level, though not full-time students, are eligible for related student employment opportunities, where appropriate.
