The Ministry of Hospital and Surgical Health Services (HSHS), formerly part of the Ministry of Health, works to ensure that Albertans receive the right health care services, at the right time, in the right place, delivered by the right health care providers and teams. As part of Alberta's Refocus for healthcare, the Procurement & System Optimization Secretariat (PSOS) was put into place as Division, to provide procurement center of excellence expertise to all the new healthcare departments and agencies establish as result of Government's plan to Refocus Alberta's healthcare system. Primary mandate includes Center of Service Delivery supporting four GoA departments (incl. Mental Health and Addiction, Assisted Living and Seniors Services, Hospital and Surgical Health Services, and Primary and Preventative Health Services), as well as multiple Health System Agencies (incl. Recovery Alberta, Assisted Living Alberta, Acute Care Alberta and Primary Care Alberta, Cancer Care Alberta) with a specialized focus on system wide procurement efficiencies and system optimization.   HSHS was established on May 16, 2025.

The Procurement Strategic Services Branch has been established to modernize procurement oversight across the health sector. Its core mandate includes strategic procurement advisory services, policy leadership, and innovation enablement in alignment with health care standards, national & international trade agreements, and provincial legislation. The Policy Manager position will report to the Executive Director, Procurement Strategic Services.

The Policy Manager leads the Strategy & Policy Unit within the Procurement Strategic Services branch. This position is responsible for the development and stewardship of the procurement policy framework, ensuring alignment with trade agreements, legislation, and fiscal policies. The role provides strategic oversight of complex policy initiatives and facilitates cross-ministry collaboration to support consistent, modernized procurement practices across the health sector.

This role requires a balance of proactive policy development and responsive action on emerging procurement-related issues. You'll lead multiple initiatives, collaborate with subject matter experts, and engage a wide range of stakeholders to translate complex procurement needs into clear, actionable policy.

Role Responsibilities

In this role, you will lead the development, implementation, and continual improvement of procurement policy frameworks that ensure defensible, consistent, and modernized practices aligned with legal, fiscal, and operational priorities.

This position plays a pivotal role in supporting health system sustainability through sound procurement governance, cross-ministry collaboration, and stakeholder engagement.

The job responsibilities include:
Policy Implementation & Coordination

  • Coordinate implementation plans for strategic procurement policies, managing risks and guiding cross-functional teams to ensure successful adoption across ministries.
  • Lead resolution strategies for complex procurement issues, ensuring alignment with relevant legislation, standards, and executive direction.

Policy Leadership

  • Lead the development and stewardship of the procurement policy framework, including directives, guidelines, playbooks, Delegation of Authority (DoA), and thresholds.
  • Develop category-specific playbooks (e.g., clinical devices, staffing services).
  • Chair cross-functional policy working groups and lead consultation processes with internal and external stakeholders.

Compliance & Governance

  • Ensure procurement policies align with trade obligations (i.e. CFTA, CETA), legislation, Government of Alberta's PFA framework, and fiscal frameworks.
  • Liaise with Legal, Treasury Board/Finance, CIO, Privacy, and Security teams to ensure policy integrity and defensibility.
  • Oversee risk-based audits and quality reviews of post-award procurement activities.

Change Management & Communication

  • Publish quarterly policy bundles with redline summaries and change notes to reduce change fatigue and maintain transparency.
  • Develop and maintain a library of Quick Guides, FAQs, and plain-language tools to support policy adoption.

Collaboration & Integration

  • Integrate feedback from Vendor Performance, Shared Services, and ministry procurement teams into policy refresh cycles to ensure policies remain practical, relevant, and responsive to frontline needs.
  • Collaborate with other leaders across the Procurement Strategic Services Department to translate insights and benefit realization into policy updates, ensuring policy development is informed by operational experience, innovation pilots, and sector feedback.

Qualifications

Minimum Recruitment Standards
University graduation in public policy and administration, law, business, economics and supply chain, supplemented by four years related experience.

Equivalency: Directly related education or experience considered on the basis of: 

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

The following experience is required: 

  • Experience in policy development, strategic governance, or a related field.
  • Experience in leading complex policy initiatives involving multiple stakeholders.
  • Experience in analyzing and interpreting legislation, trade agreements, and compliance frameworks.
  • Experience in managing cross-ministry or cross-sector projects with strategic impact.
  • Experience preparing executive-level briefing materials, policy frameworks, and compliance tools.

The following experience is considered as assets:

  • Experience in public sector procurement or procurement policy development is considered a strong asset.

Hours of work are 8:15 AM to 4:30 PM, Monday to Friday. This is a full-time position working 36.25 hours per week.
